We continue to receive daily numbers of communications criticising the ‘"plan for the reorganization of the Virginia forces for the war,"’ and it becomes necessary to repeat that this plan is not now before the Legislature, an adverse report having been made thereupon by the Military Committee of the Senate. It is on this account chiefly that the communications are declined.
