House of Delegates.
The House met at 12 o'clock, M. Prayer by the Rev. Dr. Jeter.A mesage was received inviting the House of Delegates to attend the funeral of Judge Hemphill, member of Congress from Texas.
On motion, the House took a recess for the purpose of attending the funeral.
Upon re-assembling, the Speaker laid before the House a communication from the Governor of Georgia, enclosing the act passed by the Legislature of that State relative to punishing by fine or imprisonment, persons who shall charge extortionate prices for articles of prime necessity.
On motion of Mr. Anderson, of Botetourt, the communication was referred to the special committee on extortions.
The bill constituting New River a lawful fence was passed.
The bill incorporating the Windsor Tanning and Boot and Shoe Manufacturing Company, at Windsor, in the county of Isle of Wight, was passed.
An act to provide for holding elections to fill vacancies in the representation in the Senate from the 46th and 50th districts, was read, laid on the table, and ordered to be printed.
Several other bills were read for the first time.
On motion of Mr. Hamson, the following resolution was passed:
Resolved, That the Committee on Courts of Justice be requested to inquire into and report by bill or otherwise, what legislation may be necessary to provide adequate protection against infractions of the rights guaranteed to the citizens of the Commonwealth, by the seventh, eighth and tenth sections of the Bill of Rights of Virginia, and by the 14th, 15th, 16th and 17th clauses of the 9th section of the first article of the Constitution of the Confederate States.
The following resolutions of inquiry were referred to the appropriate committees:
By Mr. Carpenter: Of imposing a tax on dogs in the county of Alleghany.
By Mr. Stages: Of providing by law for compensating the Sergeant of the city of Richmond for services rendered by him in cases of the Commonwealth:
By Mr. Kaufman: Of so amending the militia law that companies shall not consist of less than eighty five and not more than one hundred men, rank and file.
By Mr. Barbour: Of incorporating the Cathain Furnace Company, in the county of Spotsylvania.
By Mr. Harrison: Of so amending the 8th section of chapter 151 of the Code of Virginia as to provide for the indemnity of the officers taking possession of any property under the provisions of said section.
A bill providing for the building of a military road from Wytheville to Logan Court-House was read a third time.
Upon a motion to recommit the bill to the committee, a long discussion ensued.
Upon taking the vote, it was discovered that a quorum of members was not present.
The House then adjourned.
