Affairs on the Mississippi.

Cairo, July 28
--The Southerners at Union city are on the move.

It is rumored that a fleet of steamboats came from Memphis on yesterday, and to day are transporting troops to New Madrid.

Scouts are reported to be out in large numbers, and their object is believed to be to concentrate a force at Bird's Point.
