--The Washington Star deprecates the course of the distinguished officers of the army and navy in resigning; because ‘"still entertaining the lively hope that the difficulties of the times will be settled without a serious collision with arms, though under the impression that their failure to remain true to their flag at this time is likely greatly to encourage those to wage vigorous war who are striving to consolidate the South by making war on the Government of the United States. The 4th of July rapidly approaches, when the whole subject matter is, by express action of the President, to be remitted to arbitrament different from that of the a word."’
