Lawyer; born in
Clark county, O., Jan. 30, 1836; educated at Antioch College; was admitted to the bar and began practice in
Springfield, O. In the
Civil War he served in the
Union army, rising from the rank of major to colonel and brevet brigadier-general and major-general.
At the close of the war he declined the appointment of lieutenant-colonel of the 26th United States Infantry.
In 1868-69 he was a State
Senator: in 1877-83 a Republican Representative in Congress; and in 1881-83 speaker of the
House.
During the war with
Spain President McKinley appointed him a major-general of volunteers.
Since 1873 he has been president of a national bank.
In April, 1901, he published
Slavery and four years of War.
