All the same, if that is
to be my fate, I will choose rather to be charged with talking nonsense than
allow you to be misled by certain speakers, contrary to what I judge to be best
for the city. Other points I will, with your permission, discuss later, but now,
starting from principles admitted by all, I will try to explain what I consider
the best policy.
