Passengers who arrived by the Fredericksburg train yesterday evening bring the report that the Yankee army has at last commenced a move, which it is supposed will result in active operations at no distant day. The forces of Gen. Wise engaged the enemy at Williamsburg on Saturday last, but of the result of the engagement no particulars had reached this city last night.
It was stated by a gentleman who came up on the York River train last evening, that the enemy's pickets had been driven in, and that their forces had retired to Fort Magruder, some half mile below the town, from which point they had opened fire upon the town.
Gen. Wise had taken position near the old colleht at Williamsburg.

Congressional summary.
In the Senate, Saturday, a resolution was adopted requesting the President to communicate copies of all orders sent to commanding officers of the trans- Mississippi Department requiring the military restrictions imposed upon the commerce forces the Rio Grande, and particularly upon the exhortation of cotton, to be revoked and annulled.
House amendment to Senate bill authorizing the publication of the public laws and resolutions of Congress was concurred in.
In the House, late on Friday night, the bill was passed amending the Sequestrations law. Mr. Conrad moved to reconsider the vote by which the bill was passed which motion was considered and agreed to on Saturday morning, and the bill referred to the Judiciary Committee with instructions to strike out the 6th section.
The House then went into secret session for the consideration of the Tax bill, as it came from the Senate.

Cattle dying for want of salt.
--The Fincastle Express says that in Craig county, Va., the cattle are dying by scores from not having had salt during the past year.
One farmer had lost fifty head, another forty, another thirty, and all cattle owners had sustained some loss.
Sheep and hogs are also dying rapidly from the same cause.
