Confederate States Congress.[adjourned session.] Senate. Wednesday,Aug. 20, 1862 The Senate met at twelve o'clock and was opened with prayer by Rev. Mr. Seeley of the Baptist Church. The journal of yesterday was read and approved, and the call of the States and of committees was made without response. Mr. Barnwell, of South Carolina, presented a petition from the Bishop of the P. E. Church in South Carolina, and other Professors of its Theological Seminary, asking exemption of candidates for the ministry from conscription. Referred to the Committee on Military Affairs. Mr. Brown, of Mississippi, offered the following, which was afterwards withdrawn, the matter being already under consideration by the authorities: Resolved,That the Committee on Military Affairs be instructed to inquire into what legislation, if any, is necessary to prevent abuses in the matter of introducing substitutes into the army.
