One of these was a resolution offered by Powell of Kentucky, which, after some modification by amendment, when finally acted upon, had taken the following form: Reso Our fathers fought the war of the Revolution to maintain the rights asserted in their Declaration of Independence. Mr. Powell: The Senator from Mississippi will allow me to say that I spoke of the Government, not of the Union. I said time and mlity and community rights; and the means in one case or the other must be such as each can control. The resolution of Powell was eventually adopted on the 18th of December, and on the 20th the Committee was appointed, consisting of Powell and CriPowell and Crittenden of Kentucky, Hunter of Virginia, Toombs of Georgia, Davis of Mississippi, Douglas of Illinois, Bigler of Pennsylvania, Rice of Minnesota, Collamer of Vermont, Seward of New York, Wade of Ohio, Doolittle of Wisconsin, and Grimes of Iowa.
