The Moniteur de la Flatte, of Paris, January 12th, says: We remark that since the Sumter has been spoken of in Europe the majority of newspapers, and even those most favorable to the Confederate States, designate this ship under the name of privateer. The London Shipping Journal says: The admission of the Sumter into Cadiz is, so far as it goes, a direct acknowledgment by Spain of the South as a belligerent State.--It may be more than this. There is considerable doubt whether the Sumter should be regarded as
