House of Delegates. Tuesday, Feb. 4, 1862. The House met at 11 o'clock. Prayer by Rev. Dr. Burrows. The Senate bill to incorporate the Confederate Insurance Company was reported by the Clerk, read a third time, and passed. The Senate bill amending section 28 of ch. 52 Code of 1860, was reported, read a second time, and committed. Mr. Burks presented a remonstrance of sundry soldiers against the Senate bill to organize the troops and volunteers of Virginia — Referred to the Committee on Military Affairs. The bill to incorporate the Petersburg Iron Works was passed. On motion of Mr. Prince the rules were suspended, so as to take up the bill to amend the ordinance of the Convention providing for the enrollment and employment of free negroes in the public service.
