The Legislature.
In the Senate, Saturday, Mr. Thompson, of the Committee on Agriculture and Commerce, reported back the bill amending the 43d and 44th sections of the Code of Virginia, increasing the fees of tobacco inspectors, with amendments.
The bill enlarging the power of the Common Council of the city of Richmond was taken up on its third reading and passed.
The bill to pardon treason in certain cases was taken from the table.
Mr. Alderson asked leave to offer a substitute.--Granted.
The substitute permits private citizens who have taken the oath of allegiance to the United States or usurped Government, to absolve themselves from the crime by proving that they were compelled by duress to take the oath and further more by taking an oath of allegiance to the Confederate States.--The same privilege is also granted to those persons who have borne arms against the State, of Confederate States, or accepted office under such usurped or United States Government.
