Latest from the United States.[from our own correspondent.] Fredericksburg, March 14th. --I have received the New York Herald of the 11th, and send you what of interest it contains: The New York Herald, of the 11th inst., has the following editorial: Lincoln has issued's proclamation, dated March 10th, ordering all soldiers absent without leave to return. Those who do so by April 1st, restored without punishment, except forfeiture of pay during absence; those who do not shall be punished as deserters. All good citizens are urged to assist in executing the orders of this proclamation and the act of Congress calling out the national forces &c. A dispatch from Washington, dated the 10th says: All contracts and renewals of contracts for specie to be consummated after a period of three days must be in writing and bear stamps to half of one per cent, of the amount, and also stamps to the amount of interest on the contract. No loan on security of specie
