tion. --Whereas, the place of holding the county court of the county of Hanover has been changed from the court-house of said county to the town of Ashland, in consequence of the presence of the public enemy, and it is expedient that the circuit court for said county shall be held at the place appointed for holding the county court: Therefore, By virtue of authority vested in the Executive by law, I, William Smith, Governor of the Commonwealth of Virginia, do hereby authorize the judge of the circuit court for said county to hold the next session of his said court at the said town of Ashland, and to continue to hold the said court thereat so long as the county court shall be held at that place. The Abuse of the detail System. Lynchburg, Va., September 14, 1864. To the Editor of the Richmond Dispatch: I am very glad to see in your issues of the 9th and 10th instants that public attention is called to the lamentable fact that there are such vast numbers of detailed men in our midst. I fully agree with you, Mr. Editor, in your well-written article, that it is a burning shame to our country that there are so many strong, able-bodied men skulking at home under the various and petty pretexts by which they have obtained exemption from military duty by the enrolling officers. By far the larger proportion of these men are styled "Detailed Farmers." A most praiseworthy and patriotic set of men. But, Mr. Editor, in many cases their farms are so unproductive, and their labor so inadequate, that their exemption tax has often to be purchased for the government.
