Queen Apailana is the new Queen of Naboo in Episode III. She is wearing a very very cool costume that looks like Amidala's gray Coruscant Kimono. Lecourtisane supplied this blurb from the Book by Trisha, which I thought was interesting: I embraced the idea of there being a dress code and a precise decorative style for ceremonial regalia, incumbent upon both Queens and their handmaidens, which symbolizes the enduring aspects of their role in Naboo society. We also suggested this custom by repreating the shape of costumes. ... Similarly, Queen Apailana's costume for the funeral procession in Episode III can be traced back to the formal [EP1 Coruscant Kimono] worn by the then Queen Amidala.

The costume is actually funeral costume worn for Padme's funeral - the colors are very reminiscent of a funeral - very somber, plus the make-up implies sadness. The crystal teardrops, the blue lines running down her face like tears.
