Combustion of liquid fuels in a low oxygen environment, such as in an uncontrolled fire, produces soot agglomerates that are "oily". This is sometimes referred to as "wet" soot and is typical of surfaces in close proximity to an uncontrolled fire. These particle tend to stick to the first surface they encounter. Less sticky particles can travel considerable distances.
