As of today, #WorldRefugeeDay, over 120 million people have been forcibly displaced worldwide. That number has more than doubled in the last decade. Numbers that big can feel overwhelming—what can be done about such an incredibly massive problem? That's why today (and every day) it's important to remember that humans can't be reduced to numbers. If we compare the PBF's work with other UN-based financial instruments, it remains at the forefront of conflict and violence prevention along with critical post-conflict efforts, while maintaining a somewhat stable resource mobilization strategy. However, prospects are definitely not promising. It appears that we will increasingly observe a decline in funding in the coming years. Decentralizing, localizing, and laying off experienced technical human resource will not solve the underlying structural problem, which is political in nature and deeply connected to a preference for bilateral donations/investments by key stakeholders. All trust-funds I know of seem to be facing the same challenge. The UN system and the international civil society, are deeply underfunded, trying to navigate a state-centric environment tainted by the demise of "multilateralism". Ps: Kudos to the PBF for accompanying their report with a picture of a Liberian Peace Hut. So much to learn from them.
The latest report of the United Nations Secretary-General on the Peacebuilding Fund is out. Amid an intensification and growing number of crises, the demand for support to UN peacebuilding continues to outstrip the supply. In the report, Secretary-General António Guterres said, “The wars grabbing the headlines today only underscore the need to invest now in sustainable peace for tomorrow.” Throughout 2023, the Fund approved more than $200 million for projects in 36 countries and territories, including for women’s and youth’s empowerment. Due to a decline in contributions last year, the Peacebuilding Fund reached its lowest liquidity level since its inception in 2006, with a drop of more than 20 percent compared to the year before. “This is a time to redouble, not diminish, peacebuilding efforts”, said Elizabeth Spehar, Assistant Secretary-General for Peacebuilding Support UN Political and Peacebuilding Affairs (DPPA). “This year’s report shows again that peacebuilding works: stronger institutions and inclusive dialogues help break and prevent cycles of violence.” The full report is available online: bit.ly/PBFin2023

Certainly, anticipatory action is an effective way to mitigate climate-related events and shocks in disaster-prone areas. It helps safeguard the income sources of affected populations. However, some countries should adopt harmonized triggers and thresholds, as humanitarian actors currently use significantly different triggers and thresholds for the same hazards. May, we need much more coordination on its execution.
