Set East US as the only proposed region to run azd up #367

Based on the feedback of issue 344 (#344), EastUS should be the only proposed region.

Purpose

Set East US as the default proposed region to deploy all the services. Based on the feedback

run azd up

I tried to deploy to East US, and it didn't have enough quota, so I had to use the minimal cost guidance and deploy to Sweden Central without semantic ranking. So maybe mention that Sweden Central can be used with the free tiers?
