"Well Done, Good and Faithful Servant"

I invited him to meet face-to-face over coffee at some point. He preferred green tea. Then, in a recent chat over the phone, Mike Tegeder apologized.

“I am feeling really tired right now,” he told me. “Let’s make it another time.” We agreed on a raincheck.

On June 24, several days after the call, the 67-year-old Minneapolis native and longtime Catholic priest and church pastor learned from his oncologist that further chemotherapy and immunotherapy infusion treatments to curb his aggressive cancer would be fruitless. Tegeder decided then to discontinue treatment and live his final days in hospice care at the home of a relative.

The name Tegeder may be familiar to the state’s 1.2 million Catholics, as well as others. He was the priest — the only priest — who publicly, like me, called for Archbishop John Nienstedt’s resignation, well before it happened, for his mishandling of the clergy sexual-abuse scandal and Nienstedt’s expensive but unsuccessful lobbying effort to support a proposed state constitutional amendment to ban same-sex civil marriages.

Tegeder said openly what a handful of priests and others in the church who called me in recent years also felt but who implored me not to identify them for fear of retribution.

“The greatest threats to marriage are the economy, joblessness, alcoholism, drug abuse — there are a lot of threats to marriage, but it has very little to do with homosexuals having a committed relationship,” Tegeder told City Pages five years ago. “I know committed same-sex people who are doing God’s work.”

Progressive and reform-minded members in the one, holy and apostolic church praised Tegeder’s stance on gay rights and allowing women to be ordained as priests. Traditionalists derided him as a blasphemous heretic who should be censored, silenced, punished, excommunicated or defrocked.

But the outspokenness and the controversy he generated did not fully capture this man of God. It unfairly overshadowed his compassionate, pastoral nature, according to those who know him well. He’s been labeled by the news media and others as a hippie priest, maverick priest, rebel priest, gadfly priest. The tags, people who know him say, are unfair and belittle his convictions and call to the priesthood 38 years ago.

Tegeder, pastor of both St. Frances Cabrini and the Church of Gichitwaa Kateri in Minneapolis, preferred to be called, if anything, “authentic.” Love one another was his general mission statement.

“If I had to sum it up, I would tell you what I have told many people, even before he was sick,” said Mary Lou Sweet, a friend and longtime administrator at Cabrini. “Oftentimes, when Mike is around, I would feel that this is what it must have been like to be in the presence of Jesus.

“He was as close as you can get to someone not having an ego,” Sweet added. “He was constant kindness. He always looked for the positive side of people. My favorite thing was that he smiled with his eyes. But if he recognized an injustice or a wrongdoing, he had no problem bringing them to light.”

“Over and over (in preaching, in his actions, prayers, etc.) he has communicated a loving, compassionate, merciful God . . . who would have us act the same way,” Chris Kosowski, Cabrini’s liturgist, noted in an email.

Sweet said that Tegeder spent more time at the predominantly American Indian Kateri parish, where he comforted and provided spiritual counseling to perhaps the most traumatized and disenfranchised group of parishioners in the state. He presided over numerous funerals of many young people whose lives were snuffed by violence, suicide and drug overdoses.

“Mike is a practical person,” said Larry Martin, a longtime Kateri church staffer and member. “He loves to drive a bus as well as the hearse that our community uses to take people back to reservations for burial,” said Martin, who is a tribal member of the Lac Court Oreilles Ojibwe reservation in northern Wisconsin. “He is also proud of his plumbing skills — last year I went with him on a trip to Bluefields, Nicaragua, where he really enjoyed fixing plumbing problems at a small orphanage.”

No question, Tegeder ruffled church hierarchical feathers, both here and at the Vatican. He rarely wore the collar. He grew his silver hair to shoulder length. He brazenly, but respectfully, asked Nienstedt to resign to his face at a meeting of South Minneapolis parish priests two years ago.

Tegeder’s CaringBridge page has been viewed thousands of times and flooded with hundreds of well-wishers in recent days.

A poignant entry, among many, is the account of a woman who reached out to Tegeder on behalf of a non-churchgoing Native American family whose matriarch passed away suddenly.

“You welcomed these young folks who were so devastated by the death of their mom and gave them a space to have the wake, the meal, to drum and to sing, and to send their mom to Ishpeming,” the woman wrote. “Again, I want to thank you for your gracious welcome and care. Thank you for the love and care you have shared so lovingly with so many through the years of your ministry.”

I wrap this up with one of Tegeder’s last words to his congregations after his cancer diagnosis this year:

“Over the years, during the time that needed us to raise our voices of concerns over the direction of our beloved Archdiocese, I would get letters, emails, phone calls and public rebukes telling me to join the Lutherans or Episcopalians. I respect these traditions but I am a Catholic with the full understanding of that word which seeks inclusivity while appreciating diversity.

“. . . Let us never forget,” he added, “that we gather around the Risen One in spirit who reaches out to all in love.”

Amen. Father Mike, the green tea’s my treat after my ticket gets punched, and I am fortunate to wind up where you are going in the afterlife.

Even Tougher Battle Ahead for Maverick Priest the Rev. Mike Tegeder

For years, the Rev. Mike Tegeder [right] publicly fought what many considered unbeatable foes: the Catholic Church hierarchy and former Archbishop John Nienstedt. Tegeder was one of the biggest critics of the church’s attempts to block gay marriage, a stance that frequently threatened his status as priest at his two Minneapolis churches, St. Frances Cabrini and Gichitwaa Kateri.

Nienstedt is long gone, gay marriage passed overwhelmingly in Minnesota and Tegeder remains a beloved figure in his congregations. But now he is publicly fighting an even bigger opponent.

Last month, Tegeder shared a message with his congregations on the meaning of Ash Wednesday: “Remember that you are dust, and unto dust you shall return.” Then he dropped the bomb: “This always has an impact for me but this year even more. On the Tuesday before Ash Wednesday, I got a call from my doctor telling me that a CT scan of me came back showing lung cancer with metastatic growth into my ribs and spine and abdomen. It was a shock.”

An updated post expressed some optimism because the type of lung cancer was less aggressive than expected, but on Sunday Tegeder added more bad news: Tests showed a small patch of cancer on the lining of his brain.

Since Tegeder broke the news, his Facebook page has been flooded with prayers, photos of couples he has married and notes from the scores of people who have been helped and inspired by the maverick priest.

Usually an eloquent and talkative interview, this week Tegeder just sounded tired.

“I don’t feel too bad,” he said. “I’m going to Rochester [Mayo Clinic] next week to see if they can do anything. Doctors told me there’s probably not much they can do. You hate to hear something like that.”

At 67, Tegeder is a robust man who likes to ride his bike from his home in Richfield to his parish, Gichitwaa Kateri, a church that ministers to American Indians, just off Lake Street in south Minneapolis. So the cancer was a surprise.

“It hit me out of the blue,” he said.

“The funny thing is, I still feel fairly healthy,” Tegeder said. He said he may try some targeted therapies, “but this is not likely in my case. In some cases treatment is less beneficial than doing nothing.”

Ed Flahavan worked alongside Tegeder in the 1980s at another parish, St. Stephen’s. He was saddened to hear about Tegeder’s cancer.

“My experience working and living with Mike is that he is superbly pastoral and sensitive to people who come in the front door with whatever pain they had,” said Flahavan. “Mike is the kind of guy who, if you came and said you needed $25 to rent a truck because you had to move out of your apartment, he would help you move. He wouldn’t just give you the $25 and a nice speech.”

Tegeder has also been known to pick fights with institutional rigidity wherever he finds it, but particularly inside his own church.

“Mike is the guy who pulls the pin on the grenade and lobs it over the wall,” said Flahavan. “He’s got a singular heart.”

Tegeder was repeatedly threatened with dismissal by Nienstedt during the fight for marriage equality. During investigations into the church’s sex abuse scandal, a whistleblower claimed that Nienstedt even considered labeling Tegeder as “disabled” in order to silence him.

“I don’t need to prove anything,” Tegeder told me in 2012. “If [Nienstedt] wants to throw me out, I’m fine with it.”

Then Tegeder showed me his identification card — he had kept his bus driver’s license up to date in case he was ever dismissed from the priesthood.

While his crusade for marriage equality has put Tegeder in the news, it’s his dedication to people on the margins — drug addicts, the mentally ill — that has put him in people’s hearts.

Katharyn Dawson, Tegeder’s sister, lived with him for awhile and said 2 a.m. calls for help were not unusual. “He’s realistic,” she said. “Very compassionate yet very contemporary. It’s a unique combination of traits to help people.”

Dawson has seen evidence of her brother’s work in countless cards coming in to thank him, and more than 1,500 visits on his CaringBridge page.

The day after his diagnosis, Tegeder spoke to parishioners at the Ash Wednesday service. “We are not just dust, but we are stardust,” he said. We are on a blessed journey, headed in the same direction, some of us will get there sooner than others. In God’s time it is all the same.”

Tony Flannery in Minneapolis

We’re at a moment in time when reform-minded Catholics must let their voices be heard.

This was one of a number of messages that both inspired and challenged the 300+ Catholics who gathered at St. Frances Cabrini Catholic Church in Minneapolis on the evening of Wednesday, November 5, 2014. It was a message delivered by Irish priest Tony Flannery.

Minneapolis was the tenth stop on Flannery’s 18-city speaking tour of the U.S., and was significant as it will be the only time he speaks on official Catholic Church property. This is because bishops throughout the country have banned the 68-year-old Redemptorist priest from church premises, or, perhaps more accurately, have warned parishes against hosting him. Flannery’s tour is sponsored by the Catholic Tipping Point Coalition, which offers the following explanation for the hierarchy’s inhospitable attitude.

Fr. Tony has been ordered to remain silent and forbidden to minister as a priest because of his refusal to sign a document that violates his conscience: namely that women cannot be priests and that he accepts all Church stances on contraception, homosexuality, and refusal of the sacraments to people in second relationships. After a year during which he attempted to come to some accommodation with the Vatican without success, he has decided to take a public stance on the need for reform in the Church. . . . Rather than remain silent, Fr. Tony and all people of conscience are ready to dialogue.


In Minneapolis, Flannery’s talk and the dialogue it facilitated took place on official church property due to St. Frances Cabrini pastor Mike Tegeder's decision to defy a directive from Archbishop Nienstedt. (Tegeder has a long history of criticizing and defying the archbishop. See, for example, here, here, here, and here.)

Responding to Nienstedt's concerns about Flannery's presence on Catholic property, Tegeder had the following message posted on the podium.

Tonight's speaker, Tony Flannery, is not to be perceived in any way as being sponsored by the Catholic Church. This announcement comes from Archbishop John C. Nienstedt, Chief Catechist of the Archdiocese of St. Paul & Minneapolis.


Of course, the first part of this statement is only true if one reduces "the Catholic Church" to its clerical leadership. Large segments of the local church, representative of the church as the people of God, clearly have no problem with supporting, welcoming, and, yes, sponsoring, a speaker like Tony Flannery.


Implementing Vatican II

Flannery first came to the attention of many outside his native Galway when, in response to the Irish bishops' “total lack of leadership” in dealing with the clergy sex abuse scandal, he co-founded the Association of Catholic Priests in 2009.

The association works toward the “full implementation of the vision and teaching of the Second Vatican Council,” with special emphasis on the primacy of the individual conscience, the status and active participation of all the baptized, and the task of establishing a Church where all believers are treated as equal.

Such work corresponds with the activities of Catholic reform groups around the globe, as do the specific objections of the Association of Catholic Priests, which include:

• A redesigning of ministry in the Church in order to incorporate the gifts, wisdom, and expertise of the entire faith community, male and female.

• A re-structuring of the governing system of the Church, basing it on service rather than on power, and encouraging at every level a culture of consultation and transparency, particularly in the appointment of Church leaders.

• A culture in which the local bishop and the priests relate to each other in a spirit of trust, support and generosity.

• A re-evaluation of Catholic sexual teaching and practice that recognizes the profound mystery of human sexuality and the experience and wisdom of God’s people.

• Promotion of peace, justice and the protection of God’s creation locally, nationally and globally.

• Recognition that Church and State are separate and that while the Church must preach the message of the Gospel and try to live it authentically, the State has the task of enacting laws for all its citizens.

• Liturgical celebrations that use rituals and language that are easily understood, inclusive and accessible to all.


According to the Congregation for the Doctrine of the Faith, Flannery’s (and by extension the Association of Catholic Priests’) views on ordination, contraception, and homosexuality could be construed as "heresy" under church law. During his talk in Minneapolis on November 5, Flannery noted that the Vatican had been particularly alarmed by two views he had expressed in his writings for the Association: that the priesthood as we have it now is not of the mind of Jesus, and that the hierarchical, monarchical structure of the church as it exists today is not what Jesus intended. As a result of these statements, Flannery has been threatened with "canonical penalties," including excommunication, if he does not change his views.

Yet Flannery has no intention of backing down, noting that “the Vatican hasn’t got the Holy Spirit in its pocket.” To those who insist that he must submit in total obedience to the Magisterium, the legitimate teaching authority of the church, Flannery counters by stating that “any authority that tramples on the dignity and basic human rights of its members has long lost claims to legitimacy.”

In his recent book, A Question of Conscience, Flannery recounts his treatment by the Congregation for the Doctrine of the Faith.


Two central issues

Flannery believes that as Catholics we are living through extraordinary times with the papacy of Francis. In 100 years time, he says, historians will be writing volumes on this pivotal moment in the history of the church. The bulk of Flannery's November 5 talk was focused on what he identifies as two central issues facing the church at this important time.

The first of these issues is the Magisterium, the teaching authority of the church. Flannery says that there is currently a conflict between two notions of the Magisterium – a narrow notion and a broad one. The narrow notion sees the Magisterium as being composed solely of the bishops (including the pope as Bishop of Rome). The broader version recognizes that the church’s teaching authority depends on recognition of and dialogue among three groups: the bishops, Catholic theologians, and the collective wisdom of the Catholic people (the sensus fidelium).

Flannery contends that Pope Francis is doing the best he can to move the church from the narrow view of teaching authority to the broader view. Francis, says Flannery, wants to hear the voice of the sensus fidelium, and to embed in the structures of the church the broader view of the Magisterium.

Flannery was quick to point out that he’s not an academic, yet his grasp on theology, says Eugene Cullen Kennedy of Chicago’s Loyola University, is better than those in the hierarchy who have attempted to silence him.

Flannery’s condemnation by the Vatican, writes Kennedy in his January 25, 2013 National Catholic Reporter column, should be “recognized as a harbinger of the kind of problem that sure-of-their-infallibility Vatican authorities will encounter in their relationships with the rising generation of theological scholars, most of whom are laymen and women who will not accept condemnations such as that now imposed on Father Flannery.”

Continues Kennedy:

Even well-educated Catholics know as much or more theology than these veiled Roman enforcers. That also goes for the American bishops, who are wonderful men in general but who are unprepared for theological conversations with their people. One of the reasons the bishops have difficulty in communicating effectively with ordinary Catholics arises from their discomfort and/or inability to discuss theological issues with them. . . . Flannery's condemnation is an augury of the deepening estrangement that will take place if the Vatican does not respect the growing theological understanding of its members. The bishops are sincere in wanting to establish better channels of communication with their people. The best thing they can do to achieve that is to master the language of modern theological and scriptural studies that so many Catholics understand better than they do right now.


In his 2013 column, Kennedy also examines two of the issues that Flannery “is being forced to sign off on if he wants to continue his work: Christ's having established the church in hierarchical form and the assertion, employed constantly by bishops to legitimate their authority, that they are the direct descendants of the apostles.”

“If anything,” writes Kennedy “Christ called together a college of apostles, and the collegiality to which Vatican II returned is a far better image than the hierarchical form that was adopted from the hierarchical cosmological view of the universe and expressed in secular kingdoms, including the Roman Empire, whose provinces and proconsuls provided the model for laying out the governance of the church.”

In should be noted that Kennedy highlights an interesting discrepancy in the rhetoric of those who unquestioningly assert that the current structure of church governance is somehow ordained by God and has thus always been. The Vatican’s doctrinal chief Cardinal Gerhard Müller, for example, recently declared that Pope Francis’ Synod on the Family, which for Flannery is a prime example of the pope’s efforts to move the church from a narrow understanding of authority to a broader one, is evidence that the bishops are being “blinded by secularism.” Yet as many Catholics now recognize, the feudal and monarchical structure of the church is itself based on a secular structure from a specific historical era. If the church could adopt an organizing and leadership structure from secular society at one point in its history, why can it not adopt another, namely democracy, from a more current time? And as Robert McClory has compellingly documented, modern democracy actually is more aligned with the democratic impulse and egalitarian spirit of the early Christian church than the Vatican’s model of leadership, fashioned as it is around Roman imperial power of the fifth century.

Decision-making in the church was the second central issue highlighted by Flannery in his November 5 talk in Minneapolis. As with the issue of authority, two understandings of decision-making are currently in conflict – decision-making through authoritarian, top-down edicts vs. decision-making through discernment by the whole community through a process that honors conscience.

Flannery acknowledges that decision-making through discernment can initially cause confusion. But he is adamant that, over time, truth is discerned, “the Spirit’s voice heard.”


“Not a time for reform people to sit back”

Despite his obvious affinity for the group he co-founded, Flannery acknowledges that with the steady decline in the number of priests the true hope for future reform of the church lies with lay reform movements and groups, and with the growing number of intentional Eucharistic communities.

Flannery said he is impressed by the number and vitality of Catholic reform groups in the U.S., but cautioned that, despite the hopeful signs from Francis’ papacy, it is “not a time for reform people to sit back.” We need to do everything we can to ensure our vision of church is heard at the highest levels of church leadership. “Bishops should not only hear from conservative Catholics,” Flannery said, especially in over the next year in the lead-up to Synod on the Family 2015.

One way local lay Catholics are making their voices heard is through a process being facilitated by the Catholic Coalition for Church Reform (CCCR). Through this process local members of the clergy are being nominated for the next archbishop of St. Paul-Minneapolis. CCCR leadership notes that the lay people of Chicago spoke out about the kind of leadership they needed and that many believe they were heard, as evidenced by the appointment of their new archbishop, the moderate Blase Cupich.

After voting concludes on November 15, CCCR will announce the top three names in the polling. Local Catholics will then be encouraged to write to the U.S. papal nuncio, Archbishop Carlo Maria Viganò, to let him know their thoughts about the kind of leadership needed in the St. Paul/Minneapolis Archdiocese. The goal is that when next there’s an opening for bishop/archbishop in the archdiocese, Archbishop Viganò will not only know that lay Catholics here are paying attention, but will also be aware of the names of men that Catholics have confidence in. It is activities like CCCR's Bishop Selection Campaign – proactive and voice-raising – that encourage Tony Flannery and many others. Such activities are time-consuming, unglamorous, and more-often-than-not slow to yield results. Yet they are vital for reform-minded Catholics to engage in and spread the word about.

We truly are at a time when our voices need to be heard!

Controversial Priest's Visit Exposes Rift in Catholic Church

A south Minneapolis church plans to bring in controversial Irish Redemptorist priest Tony Flannery to speak on Wednesday, despite warnings from Archbishop John Nienstedt. And the church’s pastor is using the words of a powerful church leader to justify it: Pope Francis.

Father Mike Tegeder, pastor of St. Frances Cabrini Church, has been intent on bringing in Flannery, who is on a speaking tour of the country. But the Cabrini visit will be the only time he speaks on Catholic Church property.

Flannery, author of several books on religion, holds controversial positions on birth control, homosexuality and the ordination of women. He was silenced by the Vatican in 2012 and told he would be allowed to return to ministry only if he signed a statement denouncing beliefs that don’t agree with current church doctrine. He has refused.

Tegeder, long an outspoken priest who has repeatedly tangled with Nienstedt, met with him late last week to discuss the issue.

“We didn’t have a meeting of the minds,” said Tegeder. “He listened to me, and I’m thankful for that. But I pounded the table, as I’m prone to do, and said this is non-negotiable. I told him, ‘you could throw my ass right out of here, but I’m throwing myself in your mercy.’ ”

In a letter to the archdiocese, Tegeder referenced Pope Francis in defending the speaker.

“Thank God for Pope Francis, who in a speech at the closing of the recent Synod on the Family, said, ‘Personally I would have been very worried and saddened if there hadn’t been these . . . animated discussions . . . or if everyone had been in agreement or silent in a false and acquiescent peace,’ ” Tegeder wrote. He added that Francis said he “wanted a mess in our dioceses.”

Tegeder has certainly been willing to accommodate that wish. He has repeatedly fought church hierarchy, most recently over gay marriage.

In their meeting, Tegeder asked why it was fine for church bishops and cardinals to discuss controversial issues, “and you don’t approve of those, so why can’t this little church in Minneapolis talk about them,” Tegeder said.

Even though the diocese has much bigger issues at hand, such as the relentless news accounts of child abuse, Tegeder said he’s not surprised that the issue of someone speaking at his church has gotten the attention of church leadership.

“It’s a minor thing in my opinion, but this is what these guys live for — hierarchical control,” Tegeder said.

“He doesn’t make a cogent argument about why we shouldn’t do this,” Tegeder added. “Enough of this crazy control of people.”

Tegeder said his congregation is excited to hear from Flannery, a founding member of the Association of Catholic Priests in Ireland. Flannery has a recent book out, A Question of Conscience, which recounts his treatment by the Congregation for the Doctrine of the Faith, then led by Josef Ratzinger.

Flannery “is trying to reform the church,” said Tegeder. “He said listening to women in confession talk about sexual issues and birth control, it’s transformed him.”

Tegeder said that while very few American priests openly call for change, about one-third of those in Ireland are pushing hard for reforms.

Initially, Nienstedt asked Tegeder to change the venue of the speech, something the priest called “progress.”

Then on Friday, a worker at Cabrini called Tegeder to tell him a registered letter had arrived, and wanted to know if they should open it.

“Hoping that I won some kind of jackpot, I said of course,” Tegeder wrote in response to the archbishop.

As it turned out, it was an official request that Flannery’s visit not be perceived in any way as being sponsored by the Catholic Church.”

In the letter, Nienstedt said that “Flannery attacks the teaching of the Church” on important issues.

“In light of this record, I request that he not be perceived in any way as being sponsored by the Catholic Church,” Nienstedt wrote. “To that end, I stipulated that he not be permitted to speak on any Catholic premises in the Archdiocese. Notice please that I have not cut off dialogue here, which would, by the way, be my personal preference.”

Tegeder responded: “I will indeed announce this publicly and will even have a sign up at the lectern to that effect noting that it comes from you, the Chief Catechist of our Archdiocese.”

So, unless there are further communications, Flannery’s talk will happen Wednesday, November 5 at 7 p.m., with the support of the Cabrini community.

“I’ve got a lot of love behind me,” Tegeder said.

"Trust Your Shepherds"

"Trust Your Shepherds." These words were spoken a few years ago by Archbishop John Nienstedt to a woman who was the victim of one of our recently ordained priests. After hearing that the priest was appointed as pastor of a parish some 40 miles from the Chancery offices, she raised her reasonable concerns only to be dismissed with the above words.

Since then we have had the recent case of the priest who impregnated his subordinate staff member, helping to break-up her marriage. The Archbishop then appointed him to the marriage tribunal where he judged others' marriages, potentially judging the very marriage he affected.

On another front, the Archbishop, apparently against the judgment of his main financial adviser, ended the Archdiocesan lay pension plan, breaking the promise made to long-term employees, many of whom are single women who have received very modest compensation for their dedicated ministries. And under his watch we hear that the head of the Archdiocese's accounting department embezzled hundreds of thousands of dollars.

Then there was the Archbishop's crusade against gay and lesbian people's committed relationships – a campaign that saw a million dollars spent in an attempt to change our State Constitution to limit the rights of people, many of whom are not Catholic. And he continues to insist on the termination of employees whose only failing is to love another person. (Thank God that our new pope, Francis, rejects this culture war mentality.)

And now we have the investigative report on Father Curtis Wehmeyer by Minnesota Public Radio. This is no longer the case of "what did he know and when did he know it." MPR provides a helpful timeline which sadly documents major malfeasance in assigning this convicted sexual predator.

So far the Archbishop has hid behind the inadequate press releases sent out by his two recently hired, high priced public relations consultants. Last Sunday, Catholics heard the gospel passage, that if you cannot trust a person in small things, how can you trust them in something of major consequence. None of these failures are small things.

Archbishop Nienstedt needs to personally and publicly address this latest breach of trust. A new direction is needed, starting at the top of our Archdiocese.

What is the Lesson?

I have no direct connection with Totino-Grace High School in Fridley but I was very affected by this Catholic high school's firing a teacher after she told coworkers that she was gay and in a committed relationship. The teacher, Kristen Ostendorf, also served as a campus minister, English teacher, and coach. She has responded: "I am profoundly sad to have to leave a job I have loved for more than eighteen years in a community that was like family to me." She also stressed that the story was not about her former school but about the larger institution. Indeed the firing was done according to our Archbishop's policy. This is what affects me as a priest and member of our Archdiocese.

We live in a changing society. Totino-Grace’s own diversity and inclusion policy states that the “entire community of students and staff [strives] to become more welcoming of diversity and more inclusive of all people regardless of race, ethnicity, gender, academic ability, sexual orientation, or economics.” This is an admirable policy but practice has yet to catch up with it in our Archdiocese. What a great learning opportunity was lost. And what lessons are being taught to the students who find a beloved mentor yanked out of their lives?

While it might seem a double standard, this policy is thankfully not being enforced at other Archdiocesan institutions such as the University of St. Thomas and Catholic Charities. And some parishes are under the radar for now. Happily we now have a pope who is asking us to reassess our judgments in the area of sexuality. We need to talk and to listen.

Are You Serious?

By its name, the Napa Institute could be anything. But according to its website it is a society for Catholics who "take their faith seriously;" a society that "emboldens Catholics to live and defend their faith" in the face of a growing secularization of society. Among its goals is to "better form Catholics in a life shaped by liturgy, prayer, fasting, sacred art and music, and habits of holiness."

The institute's "cornerstone" is the annual conference which will occur from August 1 until August 4 (I write right before their rites.) Among the serious Catholics prominently displayed as being in attendance is our own self-proclaimed Chief Catechist, Archbishop J. C. Nienstedt (along with Archbishops Gomez, Chaput, Aquila, Cordileone, and Brunett; Bishops Vasa, Vann, and Morlino, the usual suspects.)

And the setting for these serious Catholics for their four days of intense liturgy, prayer, fasting and habits of holiness is the Meritage Resort and Spa in Napa, California.

For the unknowing allow me to cite the company's website:

Just like the wine that inspired its name, the Meritage Resort and Spa is the perfect blend of wine tasting, dining, spa, beautiful event spaces, romance and indulgence — all in one California Wine Country hotel. Unwind among the sun-drenched vineyards of our award-winning resort, offering world-class luxury in the heart of Napa Valley, California.

Sounds like secularization to me. And what better place for serious Catholics to boldly confront it right in the belly of the beast.

But I digress, the conference invitation asks the difficult questions:

Why should you attend? Part of being a Catholic leader is knowing your faith, and who better to teach you than the best of the best? The conference also inspires attendees to shape their lives by habits of holiness, including liturgy, prayer, fasting. . . . This is a conference that explores the best in Catholic thought, never forgetting that the source and summit of Catholicism is the Eucharist. There are multiple Masses offered each day in the Meritage's Estate Cave or in the resort's Our Lady of Grapes Chapel. [I am not making this up.]

I can picture the worthies offering their intense propitiations in the Chapel of Our Lady's Grapes. It is comforting to know that our own Local Ordinary is among the best of the best and what better place for him to join with the rest of the best to properly celebrate the Eucharist in memory of the lowly carpenter who had not a place to lay his head and who shared his table with the outcast. And although Jesus seemingly ignored appellations, his own vintage had good ratings ergo enjoy.

Placing a call to the most hospitable staff I was informed that they especially welcome wedding "events" at these same chapels and yes they do accommodate same sex celebrations. Hopefully enhanced scheduling will prevent any unpleasant communicatio in sacris. The crosses serious Catholics must bear.


He Is Serious

In a Huffington Post article, Pope Francis is quoted telling a group of Argentine pilgrims to World Youth Day:

I want to tell you something. What is it that I expect as a consequence of World Youth Day? I want a mess. We knew that in Rio there would be great disorder, but I want trouble in the dioceses!" he said, speaking off the cuff in his native Spanish. "I want to see the church get closer to the people. I want to get rid of clericalism, the mundane, this closing ourselves off within ourselves, in our parishes, schools or structures. Because these need to get out!

"This closing ourselves off within ourselves." Francis could start at the Napa Institute conference with its better than the rest.

And for the rest of us, let us continue to agitate the mystery, messy as it might be in our dioceses.

The Archdiocese and Fathers Conlin and Schüller

Note: Following is Fr. Mike Tegeder's response to both the "upsetting situation" within the Archdiocese of St. Paul-Minneapolis involving Fr. Dan Conlin and the "message of high importance" he received last week from the chancery concerning an event at St. Frances Cabrini parish featuring a webcast of Austrian priest Fr. Helmut Schüller, currently in the U.S. on a speaking tour. Fr. Tegeder's response was first published in the parish bulletin of St. Frances Cabrini Catholic Church, where he serves as pastor.


Last weekend when I was in El Paso, Texas, for the National Tekakwitha Conference for Indian Ministry, the Pioneer Press published an article about Fr. Dan Conlin, an Archdiocesan priest, who fathered a child, was taken out of his parish abruptly, and then bizarrely assigned to the marriage tribunal to judge the marriages of faithful Catholics seeking to remain in good standing in the church. A number of people, including some priests of the Archdiocese, have known parts of this sorry story.

This very upsetting situation was difficult to confirm and an innocent family including their children was involved who did not need this story to go public.

It was most upsetting that this took place as the Archbishop was holding himself up to be a defender of marriage in his crusade for the 'marriage amendment' that he so intemperately supported. This included attacking the committed relationships of many gay couples and their families, including their children; sending a DVD into their homes saying that their committed relationships were a threat to children.

I have sadness for those involved in the Pioneer Press article, especially the family. This is another fruit of mandatory celibacy. When will the church leadership open their minds and hearts to the realities of real people?


Resigned?

At the Tekakwitha conference I met many Indian Catholics who have had their parish priests removed without any replacement and no explanation. The bishops simply cannot fulfill their most basic responsibility to staff parishes. Apparently they are simply resigned to closing these communities some of which have existed over 400 years in the Southwest.

But the real issue for us is the terrible decisions made by Archbishop Nienstedt. The Marriage Tribunal? What was he thinking? The priest could have been judging the very marriage he broke up. The Archbishop has again failed and embarrassed us. I hope that we are not resigned to this.


Any pro-active concerns

The priests of the archdiocese received this last Monday from the Peter Laird, our Vicar General:

As many of you are no doubt aware of by now, the St. Paul Pioneer Press published a lengthy article regarding Fr. Dan Conlin on Sunday (7.21.13). Due to the sensitive and personal nature of this situation we have not commented pro-actively. In addition, since the publication no other media outlets have contacted us and we have received only one email from the public as of 3:00 pm.

We have tried for some time now to honor the privacy and respect the dignity of those involved, especially the mother and child. The situation is clearly regrettable and has never been condoned or excused. However, as has been the case for nearly a decade, we must also continue to deal with everyone involved with compassion and mercy.

If you have any further concerns, please do not hesitate to contact me.

Again, my concern is with the Archbishop and his judgment which is totally evaded. And the Vicar General is taking solace in the number of follow up stories?

Not condoned? What have been the costs? A complete accounting needs to be released of the monies which have been spent and continue to be spent to rehabilitate Conlin and to attempt to keep this matter under wraps.


"This message sent with high importance"

The above heading was on an email I received about having a webcast at Cabrini last Wednesday of Father Helmut Schüller, an Austrian priest of some accomplishment who is calling for church reform. The message followed:

Dear Fr. Tegeder,

Fr. Laird has asked me to email you on his behalf to follow up on his voicemail regarding the event tonight at St. Frances Cabrini. Because no permission was sought from the Archdiocese to host the event, it only came to his attention late this afternoon.

The directive from Fr. Laird is that this event featuring Fr. Schüller's presentation is not to be hosted at St. Frances Cabrini. Please respond indicating that you received this message and that the event has been cancelled. If you have any questions, please contact me or Fr. Laird.

After a rather exhausting day of travel from the convention I responded:

As it turns out I just got back from the National Tekakwitha Conference for Indian Ministry and actually was in the air when the Vicar General's call was made to me. I was not able to comply with any dictates from the Chancery due to the Homeland Security regulations about cell phones during air flight. There are sacrifices we all must make for purposes of national security.

The conference was in El Paso, Texas, and believe it or not even there I became aware of the newspaper article about the scandalous situation regarding the Archbishop's incredible dealings with Father Conlin.

You have bigger fish to fry than a concern with Catholics seeking a voice in church reform as Canon Law requires. In fact, I would like to ask you and the VG a few questions. Conlin on the Marriage Tribunal? He could have been judging the very marriage he broke up!

Let's have a public forum where we can continue this needed conversation. We can even invite Father Helmut Schüller who seems to be rather prophetic.


"Because no permission was sought..." Why does a group of committed Catholics need permission to meet to share their concerns about the direction of the church we love? The very week that the Chancery's grave failings finally come out, they go after us for having an informed discussion? What next? Will the Archbishop be confiscating books by Fr Schüller?

Quote of the Day

As a priest of the Archdiocese of St. Paul and Minneapolis, I would ask our archbishop, John Nienstedt, to prayerfully consider stepping down from his office. It would be healing for our state and our church and would show some magnanimity on his part. His misguided crusade to change our Constitution, spending more than a million dollars and, more importantly, much goodwill, has been rejected. Elections have consequences.

Quote of the Day

In an effort to promote passage of the marriage amendment to the state's Constitution, Archbishop John Nienstedt wants area Catholics to recite a special prayer during mass.

Just last week, a priest in our archdiocese was convicted of criminal sexual misconduct. Despite having the same information as the jury that convicted him, the archbishop assigned him to a parish 40 miles away from his supervision.

In addition, the archbishop responded to the courageous victim's concerns over the placement, according to the trial testimony, with the hurtful words, "trust your shepherds." Mass always begins with a penitential rite.

I would propose a prayer at the start of archdiocesan masses asking forgiveness for these failings.

One Courageous Parish Priest

I'm happy to discover that Fr. Michael Tegeder, pastor of St. Edward's church in Bloomington, Minn., appears to have suffered no ill effects in the archdiocesan reorganization and retrenchment laid out this weekend by St. Paul-Minneapolis Archbishop John C. Nienstedt. Tegeder had the chutzpah to take to the pages of the state's leading daily to criticize Nienstedt for sending out 400,000 DVDs attacking same-sex marriage a few weeks before an election that gives Minnesota voters some opportunity to weigh in on the issue.

Tegeder's comments to his parishioners, posted on his web page, bristle with well-placed barbs. Under "THE AXE FALLS," the clearly unreconstructed Vatican II-nik responds to the archiepiscopal call for greater collaboration among parishes by saying, "Thankfully we have been doing that for many years as we work with local Catholic and Protestant [ital. added] parishes in many areas of ministry."

After noting that financial pressure may require freezing benefits for employees and denying pension coverage to hew hires, Tegeder turns (under "CLOTHE YOURSELF IN CHRIST JESUS") to Nienstedt's readiness to allocate $90,000 to procure identical vestments for all priests to wear at diocesan Masses and clergy funerals. Helpfully, he points out that, in fact, the liturgical year utilizes five different colors, which would require five different sets of matching matching vestments, at a cost of $450k. "Or perhaps," he offers, "a rainbow colored vestment is called for, something like Joseph's coat of many colors. Indeed, a rainbow stole would suffice. And I already have one."

Finally, alluding to the priest shortage that the archbishop points to as a partial explanation for the merging of parishes, Tegeder -- a member of Voice of the Faithful -- turns to "A COLORFUL BISHOP":

Bishop William Lee of the Waterford Diocese in Ireland has recently called for more formal involvement by the laity in church governance. He said that he would have no problem with the ordination of women or married priests. It is refreshing to see bishops addressing the real concerns of the day.


But perhaps not so colorful or refreshing. After his remarks were published in the local biweekly Munster Express, Bishop issued a "clarification":

The Pope has spoken very formally and authoritatively on these matters and I fully accept his teaching and guidance always. The Pope's teaching authority is a gift from God to his people which I appreciate and follow in all my preaching and teaching.

I regret any confusion or misunderstanding that may have arisen on these matters at a recent Pastoral Listening Session and I am glad of the opportunity to clarify this.


Whatever he was quoted as saying, it cannot now be found on the newspaper's website. So it goes when parish priests speak truth to power and successors of the Apostles behave like church mice.

Pastor Mike Tegeder Challenges Archbishop Nienstedt's "Bullying Behavior"


“It’s not the work of Jesus Christ,”
he tells the National Catholic Reporter.



Tom Roberts has interviewed Pastor Mike Tegeder of St. Edward’s Catholic Church in Bloomington for an October 5 article in the National Catholic Reporter. Tegeder (pictured at right) has been a vocal critic of the Minnesota bishops’ anti-gay marriage campaign – one that involved the mailing of a DVD to 400,000 Catholic households throughout the state. Tegeder’s criticism of the campaign and of Archbishop Nienstedt's role in it reached a mainstream audience when he had a letter-to-the-editor published October 2 in the Minneapolis Star Tribune.

“Catholics have very diverse opinions about this issue,” he wrote. “The bishops themselves are not united on how to approach this new reality of gays and lesbians claiming a right to have their own families publicly recognized with corresponding rights and responsibilities.” To support this view, Tegeder notes that: “the Cardinal Archbishop of Vienna, Christoph Schönborn, the main author of the Catechism of the Catholic Church and friend of the pope, [has] publicly stated that the church needs to look differently at committed same-sex relationships. His fellow Austrian bishops concurred. These are thinking, serious church leaders. They listen.”

Following is an excerpt from Robert’s article.


. . . In an interview Oct. 4 with NCR, Tegeder said he had received overwhelmingly positive response to his letter, but had not yet received any reaction from Nienstedt.

Asked if he feared reprisal, he recalled that he'd already been threatened by the archbishop “with excommunication and interdict” for installing a cremation garden at the church. When he was called on the carpet, he said, he was able to produce documentation that showed his parish had complied with all of the diocesan and state regulations. He said he’s heard nothing further. “You have to know how to defend yourself,” he said, “because a lot of what we’re being told we have to follow just isn’t true.”

He also referred to Paul’s instruction to Timothy to be “strong, loving and wise.” While being strong “in our convictions, including our conviction about marriage,” said Tegeder, “we also have to be wise and loving.” It is those last two qualities, he said, that he finds “so missing in this DVD campaign.”

. . . What struck him [about the campaign], he said, “is that there were no names in it. It’s all ideology, all a theoretical viewpoint.”

He couldn’t help thinking, he said, of the two gay men in a long, committed relationship, who have adopted two boys “out of a hell hole of a Russian orphanage” and recently spent thousands to help one of their sons overcome a learning disability.” One’s view of the issue, he said, changes profoundly when you get to know people’s names and their circumstances.

“In this very difficult world where there are many divisive issues, we’ve got to begin getting to know each others’ names. We’re all up in arms about something that is about love, about people trying to find some happiness in this very difficult world. I’ve been to the mountain. I laughed when he sent that letter threatening excommunication and interdict,” Tegeder said.

“If he throws me out I can walk away from this with my head up … I love ministry. I wake up at 5 every day and stay busy until midnight. I love it. I’m energized by the opportunities.” But some things just need to be said, he remarked.

“This man is leading us in the wrong direction,” on this issue, he said of Nienstedt. “We have to call it for what it is – it’s bullying behavior. It’s not the work of Jesus Christ. It’s not the work of Jesus Christ.”

On the matter of obedience, he quoted from a book that he’s reading by Msgr. Dennis Murphy, A View from the Trenches: Ups and Downs of Today’s Parish Priest: “One dimension of this obedience that has become clearer in recent years is that there is more to this promise than a pledge or a commitment made only to a bishop. It encompasses obedience commitment to the church, and especially to the church understood as the people of the diocese within which the priest serves.”

Local Catholic Priest Speaks Out on the MN Bishops' Anti-Gay DVD Controversy

Editor's Note: The following letter-to-the-editor by Michael Tegeder, pastor of St. Edward's Catholic Church in Bloomington, was published in the October 2 issue of the Minneapolis Star Tribune.


I have watched the DVD sent out by the Minnesota Catholic bishops in favor of a constitutional amendment limiting marriage to one man and one woman.

The premise of the DVD is that same-sex couples and their committed relationships are a grave threat to marriage. To be clear, these bishops hold that sacramental Catholic marriage is in essence different from what is considered marriage by society. Nevertheless, the bishops claim they have a concern for marriage in the overall society.

What are the real threats to marriage? The Sept. 29 story “Economy is Hitting Hearts and Wallets,” about the effects of our current economy on marriage, said that “being broke and unemployed is not conducive to matrimony, young Americans are finding. In 2009, the number of young adults (25-34) who have never tied the knot surpassed those who had married for the first time since data collection began more than a century ago.”

In every serious study, poverty is the top reason for marital breakdowns. It is very hard to make the case that a small percentage of the population who bond with members of their own sex and seek to live in a committed relationship could have anything but a positive effect on the general population’s appreciation of stable, faithful, life-giving unions.

The very thoughtful letters to the editor about this subject reflect the fact that Catholics have very diverse opinions about this issue. The bishops themselves are not united on how to approach this new reality of gays and lesbians claiming a right to have their own families publicly recognized with corresponding rights and responsibilities.

Since arriving in Minnesota as a bishop in 2001, Nienstedt has had the constitutional amendment as a priority. In 2006, he promoted postcards, which as archbishop he has upgraded to DVDs. I do not believe any of our other bishops would have been on such a crusade. “Minnesota nice,” if not prudence, would have prevailed. Ask them privately.

Just recently the Cardinal Archbishop of Vienna, Christoph Schönborn, the main author of the Catechism of the Catholic Church and friend of the pope, publicly stated that the church needs to look differently at committed same-sex relationships. His fellow Austrian bishops concurred. These are thinking, serious church leaders. They listen.

The constitutional amendment being promoted by the archbishop does not allow even for civil unions, and it would limit current rights enjoyed by our gay and lesbian citizens. We as Catholics can have our own beliefs about marriage. But we must recognize that people of other faiths and of no faith have conscientious beliefs as well.

Most scandalous is that Archbishop Nienstedt has compromised his office with the use of anonymous money to fund this effort. The constitutional amendment is a very political issue. The impression is given that political funding is at work here.

"I Like McDonald's, Too; But Dioceses Are Not Franchises"

Fr. Michael Tegeder examines the traditional understanding of the local church as an autonomous entity, and the related ancient tradition of “reception.”

From the earliest years of the church, there has been a profound appreciation of the local church. Each diocese is seen as representing the fullness of the church in its locality. There was no other church structure over and above it. Rather, dioceses were said to be in communion with one another.

Due to the presence of the early church leaders, Peter and Paul, the local church of Rome, was given the special status of “first among equals.” The bishop of Rome was seen to have a special ministry of maintaining communion among the other local churches. This primacy was seen to be a primacy of service and not juridical.

One of the real abuses that has occurred since the Reformation has been a creeping centralization of the church with the loss of the local churches’ autonomy. A sign of this is the way that bishops or local church leaders are selected. Traditionally, bishops were chosen by the local church.

As a bishop in the year 200, St Cyprian spoke of the need for the consent of the people in choosing their bishop. One hundred years later, St. Celestine, the bishop of Rome, stated that bishops should not be given to those who do not accept them. Another pope, St Gregory, in the 5th century, said that the one who is to govern over all (as bishop), should be chosen by all. Indeed, the first bishop of the United States, John Carroll, was elected by his fellow priests.

Although the Church still retains the “election” of the bishop of Rome, the pope, we now tend to take for granted that the pope appoints other bishops. In reality this is a fairly recent innovation in church practice. Sadly, this alteration from tradition distorts the reality of being a communion of churches. All dioceses are now seemingly franchises of Rome. Nevertheless, the tradition still has echoes. At every installation of a bishop, the people, as required by the ritual, are to show some sign of acceptance or “reception.” This refers to the local church community approving those who are to lead them.

In extreme cases, this reception by the people is withheld. Earlier this year, Pope Benedict XVI appointed Rev. Gerhard Maria Wagner as auxiliary bishop of Linz, Austria. Rev. Wagner had stirred controversy by saying that Hurricane Katrina was God’s punishment for the sins of New Orleanians and that homosexuality was curable. Austrian Catholics strongly protested his selection. In the face of mounting opposition, i.e., non-reception, the Pope formally withdrew the appointment of this priest on March 2.

Nevertheless, Roman control reigns. And to aid this there are “king maker” bishops and cardinals who have special connections with Rome (including raising contributions for the Vatican) and therefore have special influence in the selection of local bishops. For instance, the former Archbishop of Detroit, Cardinal Maida, has quite a track record. A conservative church commentator calls him the American Church’s primary “bishop scout and trainer.”

In raising these questions, I am not without some sympathy for the bishops. They are sent to dioceses of which they often have no knowledge especially of the local culture. The local church has had no say in their appointments. Once appointed, Rome expects unquestioning acceptance of all Vatican pronouncements and regular reports back to the home office. We are far removed from the “collegiality” promised by Vatican II.

Archdiocesan Pension Pitfalls

The decline of the economy in our country is impacting everyone including churches. Donations are down, investments are worth much less, parishes are slashing budgets and laying off employees. Pensions are also affected. In the Archdiocese of St Paul and Minneapolis, all lay employees over age 18 who work at least 25 hours per week are part of the lay pension plan. They have a vested interest in the plan after 5 years of work.

Our plan was started in 1970 and on the surface appears pretty standard. The parish or institution puts into each person's account an amount equivalent to 5% of his or her annual salary. These funds are invested and the plan is monitored by the Archdiocesan Pension Board. The Board has a fiduciary responsibility to the plan's participants. These trustees are appointed by and report to the Archbishop, who has the ultimate control of the plan.

One unique feature of any church pension plan is that they are exempt from the Employee Retirement Income Security Act (ERISA) of 1974 or the Federal Government's strict accounting regulations for private pension plans. These rules require certain funding levels and other safeguards. ERISA also requires each private pension plan to pay to the government a certain percentage to cover insuring the plan. If a business's pension defaults, the Federal Government will protect the individual pension participant up to a certain maximum amount. Although churches are exempt from ERISA, most church plans, as a matter of standard practice, seek to follow the ERISA rules. They do have the bonus of not having to pay the pension insurance. Of course, if a church plan fails, the participants have no protection.

Our Archdiocesan Lay Pension Plan has been run in fairly normal fashion with an outside pension consultant (The Mercer Corporation) and investment advisors. We do have some oddities. For instance, when the plan was started in 1970 all parishes and Archdiocesan institutions were required to participate unless they had an approved, legitimate defined benefit plan already. One parish, St. Bernard in St. Paul, did have such a plan; and to this day that parish and their schools do not participate in the Archdiocesan plan. Catholic Charities and the then College of St. Thomas also were exempt.

A number of pastors objected to participating in the pension; but only one held out, Msgr. Richard Schuler from St. Agnes. For over 30 years until he left the parish as pastor, St. Agnes parish and school did not pay anything into the plan. He set up a 403-b7 plan but legally this is not an approved pension but only a supplement. When some of the St. Agnes lay employees turned 65 they were able to apply and receive the Archdiocesan pension even though no funds were ever paid in for them. When I became aware of this situation over 10 years ago I made repeated efforts to have it addressed but to no avail. Under a new pastor, the employees at St. Agnes are now officially written out of the Archdiocesan plan, although employees are grand-fathered into the plan up to this change. No funds have been paid into the plan to cover this expense. This is simply incredible and would be obviously illegal under ERISA. I was the bad guy for bringing up this and other concerns and was removed from the Pension Board.

There is a separate plan for the priests. Their plan is really not a true pension plan but more of a disability plan. There are all kinds of departures from ERISA in how this plan is run. I will save this for another day. However, up until this year, the biggest difference between the two plans was the significant under-funding of the priest plan. Unlike the lay plan, from its inception in 1969, the priest plan grand-fathered in all those who reached retirement age even though most of their ministry took place before the plan existed and so no monies were contributed for them. To accomplish this, the plan was to have been fully funded by 30 years. Unfortunately, the priest plan never came to over 75% of funding its liabilities, and so in recent years the plan's trustees have extended the funding deadline out another 30 years.

Meanwhile, because the lay plan was run on normal actuarial standards, lay employees (with the exception of St. Agnes) only receive an amount based on the actual contributions made for them. Indeed, for many years the lay plan was over-funded. The plan had investments that more than covered the plan's liabilities. However, with the recent market decline that is no longer the case.

A year ago, in January of 2008, the lay plan was over 100% funded with assets valued at 107 million dollars. A year later the plan's value is estimated to be between 64 and 77 million dollars, and this includes the extra funds that were contributed to the plan over the past year. It is a remarkable loss. The priest plan had an even greater loss, but because the priest plan was always under-funded, it had to be more aggressive in its investments. For the lay plan to have had losses of 40% plus suggests that it was heavily invested into stocks. Bond investments are more conservative and had far fewer losses. It is very surprising that a plan that was obviously adequately funded, and could have lessened its risks by more conservative investments, had such large losses. This is very troubling.

To get back on track, instead of a 5% match, the lay plan would have to almost double this amount contributed for lay employees. This will not happen. We can all hope that the market will come back, but these losses are for real. It is time for a truly independent plan with trustees not hand picked by the Archbishop. Indeed, the time is opportune for true pension reform in the Catholic Church. Other denominations have pension plans based on a national basis. The economy of size allows them to have much lower expenses and to get true expertise in Board members. Indeed, the ELCA (the largest Lutheran Church body) pension plan is run from its Minneapolis headquarters and covers churches throughout the United States.

Ten years ago when at a Pension Board meeting I suggested that we might learn from the Lutherans, the priest fiscal director of the Archdiocese told me to join the Lutherans. He has since gone off to his ultimate retirement rewards, and I am still catholic enough to think we can learn from the Lutherans.

I have had trouble getting information for this article. The Chancery staff who work with the pension plans have been told they cannot talk to me or give me information. Under ERISA, plan participants have a right to financial information about their pension plan. This is one more violation of the intent of ERISA with the church officials using their exempt status to remain unaccountable.
