Railroad Tycoon 3: Alternate USA

Railroad Tycoon 3 might not be the greatest strategy game or have the best graphics but I like it. Particularly with the coast to coast expansion pack. One of the scenarios 'Alternate USA' begins in an early 20th century America were the Revolutionary War never happened. As such the continental USA is divided into 10 different nations. The player starts in the Great Plains Union in the centre and has to build relations with the other countries by building a railway to each one and then transporting a select number of a certain type of cargo to it each year. It is a hard but fun scenario. Anyway being the flag geek I am I wondered what the flags of these countries might be so I have some designs.

Great Plains Union 

There is not a lot of information given about the country you start in other than its mostly agricultural. I suspect it might be predominantly of Native American origin although that might be me thinking of the Plains Nations factions from Empire Total War.


The flag is based on that of Colorado, but with an arrow head emblem in the centre

 New England

New England is the nation from which most of the other nations trace their origins from. It remained loyal to the British Empire during Dixie's war of independence in the 1860s and eventually gained its own independence through diplomacy and politics. 
Even though it is independent the fact that it gained its independence through diplomacy leads me to believe that New England might be a Dominion like Canada and share the British monarch as head of State so an ensign based flag is still in use. The badge with the Cross of St George and the pine tree is based on historic New England Flags.

Dixie 

 Originally the southern British colonies were administered from New England but they broke away in a civil war in the 1860s. They  eventually gained their independence from both Britain and New England with help from France to form a country called Dixie.

Inspired by the real life US flag. At first the Dixie rebels used the New England flag but with the Union Canton replaced with stripes. As Dixie broke away from New England the shield was replaced with one solely representing Dixie. This featured the rattlesnake which was a symbol of the American colonies.

Louisiana 

Originally part of Dixie the territory was given to France in exchange for French intervention in securing Dixie's independence. 

As the American Revolution never happened its probably a good bet the French Revolution also never happened in this alternate history or at least happened at a different time. So the Fleur de Lys is the French element, the cross representing Catholicism and the rattle snake the historic link to Dixie.

Great Lakes Confederation

  Consisting principally of German settlers who moved west after arriving in New England. These settlers founded the Ohio Territory. This territory eventually grew enough until it was offered membership in New England but instead it declared itself a republic. The other territories around the Great Lakes allied themselves with Ohio; Indiana, Illinois, Michigan, and Minnesota. This collection of states became the Great Lakes Confederation.

The Great Lakes flag features four bars of black, red, yellow and white representing the German origins of the citizens. The centre blue bar represents the water of the lakes with a star representing each of the republics in the confederacy. 

Pacifica 

Consisting of nearly all the west coast of what we would recognise as the Continental United States, Pacifica was settled by colonists moving west from New England and its the territories. During the civil war between New England and Dixie, Pacifica took advantage of New England's distraction and also declared independence. New England focused on the war with Dixie was in no position to constest this, and the game states that "its said New England's true lose in the war with Dixie was Pacifica"


Pacifica's flag is based on the current flag of California as that region makes up the majority of its territory plus who doesn't like the California flag? However as the territory of pacifica is more than California I have included the colours of the Cascadian region (I'm actually a little disapointed the game didn't use the name Cascadia for this country) as Pacifica's borders nearly matches the US part of that region. 

Arizona Republic

One of the problems that Pacifica suffered from was that it had poor relations with the natives who originally occupied the land. In an attempt to pacify the region's tribes Pacifica offered the Navajo People the region of Arizona to settle if they would cease hostile resistance and encourage the other Native Nations to follow their example and lead. This the Navajo and many other tribes accepted but instead of living under Pacifica rule they declared Arizona an independent nation.

The flag is based on that of the real Navajo Nation but with the gold star of Arizona in the centre.

Roosevelt 

Like Arizona, Roosevelt was initially part of Pacifica. Roosevelt is the largest of the American nations in terms of landmass consisting of all the territory west of the Great Plains Union as far as the Rocky Mountains. It borders Pacifica, the Arizona Republic, the Great Plains Union, the Great Lakes and Canada. It has a largely rural lifestyle with ranches being the main contributor to the economy. Disagreement with Pacifica over industrialisation, failure to provide protection from hostile native peoples and local government led the region to revolt. Lead by Theadore Roosevelt the rebellion was a success and Roosevelt became the nation's first president given his name to the country.

The roses in the hoist come from the Roosevelt coat of arms with the bull's head a reference to the ranch culture of the country.

Texahoma Republic 

Last but not least are Spanish speaking nations to the south. First is Texahoma which mainly consists of the territory of Texas and Oklahoma. Originally settled by the Spanish the country was initially the northern province of Mexico before fighting for and winning its independence.
The flag is mostly that of Texas but with the crossed peace pipe and olive branch of the Oklahoma flag under the star.

Florida

Florida's history is mostly that of it being contested by the Spanish, French and British, as a result its current territory is less than what it once was. Originally a Spanish colony Florida gained its independence from Spain in the 1820s with the help and leadership of Andrew Jackson.
The flag of Florida consists of the Spanish Cross of Burgundy defaced with a Sun.

Flag Institute flag and emblem

On 18th November 2016, the United Kingdom's flag charity and representative on the International Federation of Vexillological Associations (FIAV) formally adopted a new flag and emblem at their council meeting.
The former emblem was a blue flag with a cross of St George forming a horizontal "V" shape across the field.

This flag was founded by the Dr William Crampton around the time the organisation was founded. The Cross of St George representing the founding date of St George's Day (23 April) and the "V" for vexillology the word for the study of flags.
It is a very good flag, there were however concerns that for a UK national organisation it was to English focused rather than British focused; and hence might discourage Scottish, Welsh, Northern Irish membership, that of any of the Dependencies and Overseas Territories.
A fair point as a non English, Briton my self I can say that I don't really identify with the Cross of St George on its own, however I also should say that the former FI flag did not put me off the organisation, and once I understood the symbolism of it representing the founding day I found it easier to identify with.
In 2015 the FI asked for submissions and ideas for a new logo or flag in their newsletter. I even sent in a design combining the Union Flag and Sheet bend know (international symbol of vexillology) in the form of an ensign. You can read about that post here. 
The new flag is based on the lower quadrant of the Union Jack. Which is not at all surprising many nation vexillology organisation base their flags on their national flags or symbols.

The design is stylized to represent forward movement. I admit that this makes an Okay logo (although it does slightly remind me of the logo of the UK Space Agency), However I do not think it make a good physical flag, and the FI flag does function as a real flag not just a logo. It was designed by Graham Bartram and Philip Tibbetts, who have designed dome real good flags in the past, but I'm sorry to say I don't think this will be included as one of their greatest works. I think the previous flag was by far better.  However it was democratically chosen by the FI council however I still think I might have ago at designing a better one incase they change their mind.
Although I already designed an alternative in the form of an ensign which would work as a flag, i thought I might try one that works both as a flag and logo.
I think the thinking behind both FI flags was good (although the end result of the new one wasn't), so I thought of combining them. A sort of Union Jack 'V' shape instead of a St George one. This is what I came up with:

I feel this works better as it is clearly based on and reflective of the Union Flag, but is distinctly different and dosn't look like someone just cut up a flag and ran it up a pole.  Alternatively you could place the horizontal red bar in the fly with the 'V' pointing towards it to give the impression of a forward pointing arrow. Personally however I think the solid red bar looks better in the hoist.
I certainly think it works better as a flag when you compare it to this image of HQS Wellington (the FI postal address) i prepared:

Nigel Johnston's NI flag

Apologise for the lack of activity at the moment I am currently very busy, but I have material for a few posts waiting which I will try to get up when I can.
About a year ago Nigel Johnston posted a design on the New Flag for Northern Ireland facebook page. It was a green/blue bicolour with six hexagons in the middle. It is a most interesting design certainly one of my favourites, but there are a few aspects I don't quite like about it.

  1. It ignores the rule of tincture. Although this is a rule of heraldry rather than vexillology, it is generally considered good flag design practice to observe this rule. (although for all the rules of flag design there are example of flags that break them and still manage to be rather good flags). 
  2. It is rather cooperate looking, This is a major one, the design has the feel of a logo rather than a national flag, which is a major flaw as it is a really clever combination of shapes and colours. 
however despite that I think this is fixable.
I played with it a little bit, and decided to add a white dividing line between the green and blue. I also changed the colour of the hexagons so that they reverse the colours of the field. i.e green on blue and blue on green, with the centre ones being divided in the middle. 
I also coloured the centre star white to make it stand out a little more and added a red hand of Ulster in the middle. 
However in the spirit of Johnston's original flag I refrained from using the traditional heraldic red hand and opted instead for a red hand print, like a child's hand. This was idea I think was first voiced by Dr Dominic Bryan for his own proposal in 2010, and I think it's a good twist for a traditional symbol on a modernist mix of colours and shapes. As Well as be a recognisable regional symbol it is also a great way to symbolise the future. 
Lastly I moved the charge off centre towards the hoist.
I admit it still has a little bit of that corporate feel about it, but that is probably unpreventable when not using traditional heraldic symbols. I do think however that by taking the above mentioned steps that the corporateness of it is greatly reduced and it has more of a flag like feeling. 
Of course the original symbolism of Nigel Johnston's flag was the star representing the six NI counties and the hexagons reflective of the Giant's Causeway, which is maintained.
The colours were reflective of those descended from Gaelic Irish roots and agriculture (green) and the social and cultural connections between Northern Ireland and Scotland and the sea (blue). 
while these are all good things to symbolise I feel that trying to symbolise two communities by colours is doomed to failure, as by the very nature of flags one will always be seen to be the more senior. Plus by moving the dividing line off centre greater emphasis is put on blue which could be perceived to be more in favour of those of Scottish decent. 
I think therefore it would be better to state that both green and blue are traditional colour historically associated with not just Northern Ireland but the island of Ireland in general. In fact green, white and blue are popular colours for NI international football supporters and are also used by other international sports teams both all island and Northern Ireland specific. 
The main purpose of moving the charge of the flag off centre is actually a little bit of an optical illusion, as when the flag is flying it gives the impression of the charge being centred, and it is also more easy to identify when the flag is at rest on a pole (when no wind is blowing):

It is important to remember that flags are moving 3D objects and not static 2D images on a screen or page, They also have to be recognisable at a distance. These is I think where Mr Johnston's original proposal let down. However it was still an excellent design with potential, which I hope with my alternate adjustments can be exploited.

UK police badge redesigns Part 1

As far as British police badges go, most are pretty good, but I think some are rather generic. Most feature an eight pointed star generally (but not always) topped with a crown. In the centre of the star is a circular disk, with the name of the police force around it. Most have some sort of local or specific insignia in the centre but lots just have the Royal EIIR cypher. Personally I don't think the cypher is needed as the monarch and state is already represented by the crown. Here are just a few redesigns where I have replaced the cypher with something to represent the local area or region, starting with the largest police force in Britain,London's Metropolitan Police Service.
It uses the Westminster portcullis which appears on the Met's coat of arms.
For the Bedfordshire police I used the Bedfordshire coat of arms:
The Cumbria police badge features the white Grass of Parnassus flower found on both the flag of Cumberland (often mistaken for Cumbria) and the Cumbria flag.
Dorset Police badge design features a Dorset flag shield:
Likewise the Gloucestershire police badge features a county flag shield:
The Gwent police badge is slightly different, it is based on the Gwent banner, but with some slight differences mainly the dragon to distinguish it as this police force's jurisdiction expands beyond Monmouthshire. I also kept the Welsh text on the badge:

The Merseyside police badge redesign features three mural coronets from the Merseyside flag:


The redesign for the Nottinghamshire police badge featured the shield from the centre of the Nottinghamshire flag:
However I realize that the figure represents Robin Hood and felt it might be a bit ironic for the badge of law enforcement to feature an outlaw! So I also offer an alternative featuring the cross from the flag:
Other badge redesigns are that of the Ministry of Defence Police (not to be confused with the Royal Military Police which is a corps of the army)  and Her Majesty's Inspectorate of Constabulary whose job is to police the police.
The MoD police badge redesign simply features the tri-service emblems of the swords (army), anchor (navy), and eagle (air force):
HM Inspectorate of Constabulary's badge redesign features a shield bearing scales of justice, the royal cypher and an olive wreath. However I consent that in this case it might be appropriate to just use the royal cypher as is done in the present badge. 
But perhaps the law enforcement organisation in need most of a badge redesign is the National Crime Agency (NCA) the British equivalent of the FBI. Although their current logo might work well as a logo, it doesn't really work as a badge, so this is my proposal:

It features the eight pointed star common to nearly all UK police forces, the crown and the royal arms to demonstrate its national jurisdiction.

The US flag might get 51 stars

Hi all I am pleased to be back blogging, I have finished the print publication I mentioned and it is currently being submitted to potential publishers, I will of course update the blog on progress.
The world has today been focused on the result of the American presidential election, but there was another significant referendum in the United States yesterday that went largely unnoticed. The capitol Washington DC voted in a referendum to become a state. Although this of course has to be approved by congress, which may or may not happen. Washington DC is not part of a state so has no representation in Congress. This video helps explain:
If this application for statehood is approved it would make Washington DC the 51st state of the United States of America. If American tradition is followed then a star would be added to the canton of the US flag. Since 1960 the US flag has had an even and symmetrical 50 stars which an extra star would mess up, so what patterns could be used? The Puerto Rico statehood movement use a circular design, which harks back to the Betsy Ross design of the early US flag, except it now forms a sphere.
 The problem with this is that some people don't think that there should be a star in the centre of the formation, as this would imply that some state or states are more important than others rather than equal.
There are two other drafts that have been suggested, one with a "checkerboard" pattern

 I personally think this looks odd but perhaps thats because I am so used to seeing a symmetrical canton.
I like the Puerto Rico design. I think it tries to go back to the modern US flag roots of the Betsy Ross flag, however I think they went about it wrong. The hollow circle of stars a symbol of unity the world over possibly inspired by early American flags, notably in the European and African Union Flags. So my idea reverts to the hollow circle. Of course 51 stars is too many to fit into a single circle, but I was inspired by a variant of the 34 star flag (1861-1863) that made use of two circles:

It keeps a symmetrical pattern, and all the stars are equal. In order to accommodate all the stars I had to make them a bit smaller and expand the blue canton so it now touches 9th red stripe instead of the 8th white stripe. As the hollow circle is a symbol of unity which is what the USA is probably in need of now I think the change is worth it and I think it works rather well, at least until Puerto Rico or another territory becomes a state and we need a 52 star flag lol.

Skyrim Banners (game flags)

This is something I have wanted to write about for quite a long time. I am not an Elder Scrolls fan, but I do have the Elder Scrolls V: Skyrim, and rather enjoy it. One thing that I noticed almost straight away was the use of banners in the game, some good, some not so good. Banners are often found hanging from the walls of capital cities, and forts, and the Jarl's (a hold king) residencies. They are also used as 'flags' over forts or beside the command tent in an Imperial or Stormcloak military camps, and often as indoor decorations of palaces, ships, castles & forts, ruins and even some caves.

So here are some of my redesigns and proposals for the banners and flags of Skyrim. I tried to retain their historic feel but at the same time make them better from a vexillology view point.

Holds

The province of Skyrim is divided up into nine sub-regions known as holds, each governed by its own local king or queen called a Jarl. In the backdrop of the game the province is in a civil war between the Stormcloack rebels who want independence from the Empire and the Empire's Imperial Legion, with the out come depending on which side the player chooses. At the start each side has four holds with the central Whiterun hold being neutral (although it will later side with the Imperials regardless of which side the player joins).

 Each Hold has its own insignia which is displayed on the hold banner, and born on the shields of the hold guard:

First of is the Hold of Eastmarch, the capital of which is Windhelm, and its Jarl (at the start of the Game at least) is Ulfric Stormcloack claimant of the High Kingship of Skyrim and leader of the rebellion. He has adopted his father's emblem of the bear, as such both the banner Stormcloak soldiers and his hold "fight under his banner" of the bear although the are slightly different. The hold banner isn't that bad, but here is my redesign, which keeps the blue and white colour scheme:

Next up is Falkreath Hold the capital of which is also called Falkreath. Its symbol is the stag:

Its really a simplified design of the game's flag with the exception of the white chevron, which adds a little bit of complexity to the design.
Haafingar, with its capital of Solitude is the imperial capital of Skyrim. It is the headquarters of the Imperial Legion in the province (IV Legion) and home to the provinces military governor, General Tullius. Its Jarl Elisif who is also a claimant to the tittle of High Queen. Her husband was High King, but was challenged and killed in "the Nord tradition" by Ullfrick Stormcloak, both now claim the High King title. Elisif wants Skyrim to remain part of the Empire and as such is recognised as High Queen by the Emperor, despite Nord tration giving Ulfric the title, hence the civil war. I made little changes to the banner hear but simplified the wolf symbol:

I personally didn't like the dark green, grey & black colour scheme in the banner of Hjaamarch. I though a green, grey and gold colours scheme was better with green being the primary colour, and grey and gold stripes in the centre and boarder of the design:

I also didn't like the banner of the Pale for the same reason, although I didn't really change the colours in this one, but rather made the star symbol (at least I think its a star) more prominent by placing it in a black diamond, also adding white and black stripes for a little complexity:

The long and narrow banner of the Reach I didn't like at all, although the colours are okay. I got really creative here and actually based the design on a saltire. A green saltire on green field with silver and gold frimbation. The Ramskull design in the middle and in the corners. I kept the original colours but added silver to represent the rich silver mining in the area.

I really don't like the crossed swords symbol for the Rift, I think the writers were really scraping the bottom of the barrel for symbols, when it came to the rift. However I haven't changed any of the symbols for the other Holds so I kept the swords.  The Rift's banner on the other hand is rather good. The only change I made was to put the swords higher up, and give the a solid colour, I also added a purple rather than gold boarder but kept the gold bars:

Whiterun's banner wouldn't be that bad if it didn't have that pattern at the bottom of it, and perhaps a darker shade of gold. I used a gold field with a white diamond and simpler horse's head:

Imperial flags & banners

The banner used by the Imperial Legion in Skyrim is a black field displaying the imperial insignia in red. The Imperial insignia is a dragon with its wings spread to give the impression of a diamond shape.
This is the banner displayed on forts and in military camps. The legion also seems to have a different decorative banner thats only hung indoors:
As the Imperial Legion is modeled on the ancient Roman Legions, I decided to adopt a Roman styled theme. First is the decorative indoor flag:
Its a crimson field as is portrayed as the colour of Roman standards in popular media and culture. The Imperial insignia is in the middle of a laurel wreath an imperial symbol of Rome. At the bottom are two crossed swords a common feature on all my decorative indoor banners of the Imperial military. At the top of the wreath is the Roman numerals IV for 4. The 4th legion is the division of the Imperial Legion that is in Skyrim during the game. The numerals are also present in the corners.
Next is the fort flag, I think its silly that flags are not used over forts, as banners were generally carried by the troops, and flags used over buildings and structures. So here is my garrison flag:
It keeps the imperial insignia in the centre but without the decorative features like the wreath, the division's numerals are still in the corners though. While the indoor banner is decorative this flag is functional. It identifies the fort as belonging to the Empire, and identifies the division which is garrisoning it. The banner often found in military camps is really an elongated version of the garrison flag:
I kept this as a banner as I think when used in this role it is reflecting the banners carried by soldiers. As this piece of game artwork shows. See Here.
Next is the Imperial Navy; although there is no direct reference to this service being active in the Skyrim Civil War (or even in existence at the time), there are references to it in the past which are found when reading some of the books in the game. There are also a couple of what do seem to be military vessels in and around Solitude harbour, that have the black imperial banner (which seems to be a generic imperial military flag) hanging inside, infact there is even a minor quest where by extinguishing the light of Solitude light house, you guide a ship onto rocks, where by joining with the bandits you pillage the ship, this ship has imperial troops among the crew. Of course these might be vessels of the East Empire Company (modeled on the British East India Company) that has military backing. Anyway here is the Imperial Navy ensign (with the exception of the Emperor's ship) none of the ships display flags outside which seems odd, and probably should be corrected:
Similar to the Legion flag, but instead of the division numerals it has anchors identifying it as a naval flag. Likewise the decorative indoor banner follows the Legion pattern:
Next are the banners of the Penitus Oculatus, the Empires Security Service and the Emperor's bodyguard. This unit isn't in the Civil War quest line but the dark brotherhood (a guild of assassins) quest line, who are hired to kill the emperor. They have an outpost in Dragon's Bridge, which remains there regardless of the outcome of the civil war. Their outdoor banner is:
It still has the Imperial insignia in the centre, but inside a black diamond shape. In the coroners is the units insignia,(found on their armour) an eye, and a red diamond, reflective of the Amulet of the King's the Empire's Crown jewel (although this technically no longer exists as apparently it was destroyed in the last Elder Scrolls game). The decorative indoor banner inside the outpost again follows the pattern:
Last but not least is the Emperor's banner. These could be hung inside the Emperor's Tower of Castle Dauer in Solitude (where the Emperor is supposed to stay when he visits) and inside his personal ship, where he stays instead:
Purple was the colour of Roman Emperors and so the Imperial insignia is inside a purple diamond, the actual design is based on the pattern of the Emperors clothes. Likewise the ensign of his ship could be:

 Other Civil War related flags & banners

Of course for there to be a civil war there needs to be another side. The banner of the Stormcloak militia in the game is:
Like that of Eastmarch it has the Bear insigna of Ullfrick Stormcloak, however it is a plain blue banner rather than a blue and white design. it is simplified as much as possible.I decided to add a little bit of Complexity to this design by adding two white stripes and colouring the bear:

The other Civil War faction allied with the Empire is the Thalmor a race of elves who 30 years prior to the beginning of the game launched a surprise attack on the Empire, and won. In exchange for retaining its sovereignty the Empire singed a peace treaty outlawing the worship of Talos. This is another reason why many of the citizens of Skyrim want independance, as Talos is "Skyrim personified." the Thalmor carry out inquisitions in Imperial held holds and have an embassy in the province, a HQ in Castle Dauer and their own fort/prison. However despite this they don't appear to use their own banners but rather Imperial ones. I decided to correct this:

 These are the all round bad guys disliked by everyone (even the imperials) and possibly orchestrated the civil war to further weaken the Empire. They are often compared to the Nazis, due to their religious persecution, and ideology of racial superiority. This is why I used an eagle as their symbol (stopping short of placing a swastika below its claws). The gold colour comes from the colour of the Elvish armour, black is also an appropriate colour for the all round bad guys, with some white just to break up the colours. 

Joinable Factions

Most of these factions unlike the military or hold units don't display their emblems on forts or castles, however they do have decorative indoor banners hanging on their walls in their building or hide out.
One of the first factions the player can join is "The Companions" a well known and respected group of mercenaries. (sort of like the A-Team of Skyrim) Inside their mead hall and living quarters their banners decorate the walls. It is a long and narrow red banner with a depiction of Wuuthrad, the weapon of the unit's founder Ysgramor. I changed the banner slightly, I made it shorter and broader, and simplified it by removing the decoration and making the Wuuthrad a solid colour:
The other joinable faction you meet early on is the Blades. The Blades have their origins as dragon hunters but eventually became the personal bodyguards of the Emperor, until the Empire's defeat by the Thalmor when the Emperor was forced to disband and outlaw them. They since resorted to their original role of dragon hunting and guiding the dragonborn. I don't think I remember the blades having banners, but they could have ones inside their hide out. My design for a blades banner is:
It is reflective of their past as the Emperor's bodyguard. and as such has Imperial symbolism. It is purple the Roman colour of Emperors, and has the Imperial insignia in the corners. The central insignia is an interpretation of the Amulet of the Kings (a design copied by their successors). with the blades insignia in the centre.
The other more prominent faction is the magic College of Winterhold, as sort of Skyrim Hogwarts, It also has some decorative banners with the college's eye insignia.  My design moves away from this rather uncreative design, with two counterchanged colours of black and silver:
Another college that the player can join is the Bard's College. Again it has no banner of its own, however it does have Imperial Legion banners hanging from its walls. The college clearly has strong military connections and many of its students appear to provide the musical branch of the Imperial Legion. One trainee bard even says that he wishes he could hurry up and graduate so he could enroll in the Legion and that "my drums will lead us to victory." Still it is not part of the Legion though it has links to it so I think a separate banner is appropriate:
The central emblem is the harp symbolising that most of the college's work is in teaching and reciting music. The Imperial insignia in the corners symbolising its links with the Legion.
Next up is the Thieves Guild, I think their banner is actually OK and I wouldn't really change it, however if I was pushed then I would suggest this:
Through the Thieves Guild you join the Nightingales which is made up of the Guild's top membership but technically a separate religious organisation. Their banner I think leaves a lot to be desired, so this is my suggestion:
And of course last but not least for joinable factions is the Dark Brotherhood, a group of assassins. I actually like their banner, but the small changes I would suggest is changing the white/tan to black, and making the black hand, white, the changes are small but the results are big:
The red and the black compliment each other excellently, and a white hand looks more ghostly, all these together give the banner a darker and more sinister look.

Non Joinable Factions

As well as joinable groups there are also non joinable groups in the game that act as antagonists and enemies or are just there in the background that might offer one off jobs. The first I am going to mention is the East Empire Company. They are backed by the Imperial military and even have their own military arm, although this is for fighting pirates and bandits, and are not involved in the civil war or politics of the province. Their officers at least and many of their soldiers wear imperial legion armour (however their guards in the Solitude warehouse don't). There is a chance that the large ships seen in and around solitude (and wrecked and raided by the player) are company ships not navy. There is at least one company ship the player joins to fight some pirates that are terrorising local shipping and seem to be targetting East Empire Company ships. Alternatively the banner can also hang inside their offices and warehouse in Solitude and Windhelm. Anyway here are my designs:

Similar to the Navy flags but in black to distinguish them as they are not official military vessels. Next up is the above mentioned pirates, the Blood Horkers. Although you don't come across any of their ships, you do raid an island fort they occupy, it has plain neglected banners, I feel they should atleast have some pirate symbolism, I suggest the jolly roger, yes I know it probably wouldn't be accurate but this is fiction and the jolly roger is the undisputed pirate flag in popular culture:
The Silver Hand is a group of bandits/werewolf hunters and enemies of The Companions. They occupy a handful of neglected or abandoned forts. I designed their fort flag and indoor banners, it might look a little to grand for this group but I like it:

Next is the Vigilant of Stendarr, a non hostile religious group who hunt dedra, witches, vampires etc. They have a local HQ calle the Hall of the Vigilant where this banner could hang:
  The horn is based on the design of the Amulet of Stendarr and the colours come from the order's robes. 
The "Natives of the Reach" the Forsworn who want to return to the "old religion" of dark magic and human sacrifice and take over and gain independence of their hold have no banner, despite their insurgency occupying several camps and forts. I designed a simple banner for them:
green field with some sort of native symbol I designed, not sure what it is just thought it looked cool.
Last but by no means least I noticed banners inside the Hall of Valor in Sovngarde (based on Valhalla from Norse mythology) the Skyrim Heaven. I personally don't like them and designed a more appropriate banner for the hall that looks after the souls of honored dead heros.
