Remember George W. Bush claiming that Saudi Arabia was going to be moving towards democracy*?
They're excluding half the population, because they won't be able to have women's polling places. Haven't these guys ever heard of voting absentee?

*And yes, I'm quite aware that the original Greek democracy was all-male, as well as every "democracy" up until the late nineteenth century. We're not in the nineteenth century.
