New reward system for civil servants

Rewarding and retaining high performing worker is fundamental to higher productivity continues remains to be the greatest challenges for the government.

Civil servants being rewarded unfairly can be a huge de-motivator. On the other hand, rewarding high performance equitably should encourage higher performance.

Ironically, impact of globalization increased competition in the government sector and it is the greater part of the problem troubling in getting the best civil servants into civil services.

The government will introduce a new reward system to motivate civil servants and inculcate the culture of high performance in the public sector have clear impact enhancing governmental performance.

It clearly shows that the government is a government of words and could not tolerate mediocrity or abuse of power.

KPIs streamline all procedures

Prime Minister Najib Abdul Razak today announced the key performance indicators (KPIs) and the lead ministers for the six national key results areas (KRAs).

It showed that the government was committed to implementing a transformation through an achievement-based management by using the NKRA method and KPI evaluation.

It involves deep commitment and heavy demand on the part of members of the administration and civil service staff collectively.

The KPIs will help streamline all procedures and pool all resources in an organization. All efforts will be focused on achieving the targets in a reasonable period of time.

All these are being done to ensure that in the final analysis it is the people who will derive the benefits.

He named Deputy Prime Minister Muhyiddin Yassin as the lead minister for widening access to quality and affordable education, Home Minister Hishammuddin Hussein for crime prevention, Minister in the Prime Minister's Department Mohd Nazri Aziz for fighting corruption.

Women, Family and Community Development Minister Shahrizat Jalil for raising the living standard of the low-income people, Rural and Regional Development Minister Shafie Apdal for upgrading infrastructure in the rural and interior regions and Transport Minister Ong Tee Keat for improving public transportation in a moderate period of time.

Moving toward government of the people

Prime Minister Datuk Seri Najib Tun Razak announced his 28-member cabinet and 25 ministries, which included a portfolio for performance management.

The establishment of the portfolio for performance management seems that the government under Datuk Seri Najib Tun Razak is moving toward government of the people, by the people, and for the people.


The key performance index (KPI) system is a good move in institutive to evaluate ministers and deputy ministers’ performance augured well for the people.

Ironically, Key Performance Indicators are quantifiable measurements agreed to beforehand, that reflect the critical success factors of an organization.

"Be The Most Popular government" won't work as a KPI because there is no way to measure the government's popularity or compare it to others.

Key Performance Indicators are quantifiable measurements agreed to beforehand, that reflect the critical success factors of an organization.

When measuring performance through Key Performance Indicators (KPI), a higher order of classification such as activity, efficiency and effectiveness are needed to help decide exactly what is being measured.

KPI is reflected in term of numbers, percentages, ratings, index, ratios and rankings.

KPI is good system to be used by the government to continuously move forward to establish the structures and processes for good governance, notwithstanding the constraints and challenges.
