The 56 billion ringgit question

I am referring to the article in Malaysiakini: Pump price at 'market levels by August'.

First of all lets get some basic facts right.

Firstly Malaysia is a net exporter of crude oil. So the government did NOT subsidize our petrol. The RM56 billion ‘subsidy’ per year is the extra amount that the government would have earned if it had exported all of our oil production. There is no 'spiralling bill', the government did not lose any money because it is our own oil and we are not paying anybody for our oil supply.

Secondly – when the government scrapes the so called ‘subsidy’ that it did not pay any money for in the first place – it is forcing the rakyat to buy back our own resources at a much higher price. Each and every one of us will suffer because of this, especially the poor.

The hike in oil prices has not caused hardships to our government. On the contrary it has already earned record profits for Petronas. And now our government is going to squeeze even more profits by squeezing the rakyat. Put it bluntly, the Barisan Nasional government will get filthy rich form the blood money of the rakyat.

Now the 56 billion ringgit question. What will the Barisan Nasional government do with the RM56 billion windfall per year? We already suffered a price hike on our petrol almost a year back, and have we seen any accounting on what has been done with the extra money that the government collected? I remembered that there were some talks of using the money to improve our public transport system. But so far I have only heard about the ailing KTM, failing bus companies and government cutting subsidry to Rapid KL.

Don’t you feel suspicious of what is going to happen to this hefty sum of money? RM56 billion is a mind boggling sum of money, it is almost enough to build 5 Putrajaya according to the official figure. The last thing I want to see is for the money to end up in political machines and lining the pockets of politicians and their cronies. I hope our Pakatan Rakyat representatives will see to it that every sen of it is accounted for.

I am not against raising the price of petrol. It is a matter of urgency that we cut our dependency on fossil fuels now as it is the main source of green house gas that is causing havoc in our weather patterns and ecosystems.

Even if global warming and destruction of our ecosystems is not your concern, you still have to consider the fact that crude oil price is not going to come down. Some analysts even projected that crude oil may reach USD 200 per barrel by 2012. Have you asked what is going to happen to our economy when our oil reserves run out in 5 years time?

Don’t you find it amazing that nobody is talking about these pressing issues now? This whole issue about oil subsidy is completely beside the point. The way it was phrased as if it was costing our government a hefty sum of money was completely misleading. The more pertinent point is really how we can best make use of the last of our rapidly depleting resource to safeguard our future. I have not seen any sensible policies regarding this from the Barisan Nasional or Pakatan Rakyat camps as yet. It is already sparking riots in many parts of the world, including our close neighbors, and yet nobody here seems to think that we have a problem.

I don’t think we can look towards our government for answers. Our so called ‘leaders’ are engrossed in fighting and bringing each other down, unscrupulously stirring up racial sentiments for their survivals. They never have the track records of putting the interest of the rakyat in the forefront anyway. The whole political scene is simply disgusting and depressing beyond words.

This is the time that ordinary people like you and I have to come forward and take charge. Count ourselves lucky that we have a 5 years grace period to get ready for the end of cheap oil. But we need to make sure that every ounce of our resources is used wisely for the survival of our future generations. That can only happen if we, the rakyat, unite as one single voice to demand for the right things to be done.

There are a lot we can do together, and we are not isolated either. There are already over a million environmental and social justice organizations around the world that we can work with right now. The fisrt step is to realize that we have a problem in hand. This is not just any ordinary problem. What we are facing is a problem of epic proportion that is going to require the cooperation of the whole world.

I think the government should subsidise instead, LNG and do away with the duties of hybrid vehicles with a certain engine size / emission level.

I read somewhere that Petronas has contributed a whopping RM 700 billion to the BN govt the past 34 years. and that works out to be around RM 20 billion a year for the last 34 years. Can you just imagine just how much these crooks have been robbing our country...just unbelievable !

We should raise the price of oil and keep the surplus for rainy days. That's what Singapore would do if they were running this country. It is just prudent to do so.

In Malaysia, subsidies is the norm and the people have not been taught to pay for their take. Even water is wasted like it costs nothing.

Shame on our leaders.

Silver lining?

Nice! The fuel hike is back again and just a few minutes ago I saw long lines at the petrol station near my crib. Awesomeness! Why is it awesome? Well read on my fellow bloggers.,

Reduction in Rempitism

The increase in fuel will eventually force the rempits to sit at home and stop terrorising the roads. As we all know most of the rempits are people from low income group. The increase in fuel hike will cost the prices of basic amenities to go up as well. The Rempits will now have to reduce their rempitism by at least 50%. They will have to think twice before speeding up the highway and using up them costly petrol

Good Excuse to Stay At Home

I hate going out and meet up with my “friends”. For the past 4 years I’ve been using the “ I’m a poor sodding student on the verge of bankruptcy” as my excuse to not go out and join them on makan-makan. With the fuel hike my excuse will carry even more weight than before. Thank you government for allowing me to ignore my “friends” even more than I use to. Sorry!

Reduction in Pollution

Lets face it KL is well know for the never ending smog. As travelling will be costly now I bet the smog around KL will also reduce significantly. Finally you can see the whole of KL when you visit Menara KL.

Good Reason To Diet and Exercise

Expect the cost of food to skyrocket in the upcoming days. As a fat overweight person this is the perfect time to start dieting. You might also finally found a reason to walk to the nearest sundry shops now as driving even that short distance will be like wasting your money. By the end of the first month I bet you will be fitter and slimmer.

Ok I lied. The fuel hike sucks! I’m writing all this to make me feel better. Expect this blog to updated even more frequent now I am grounded in my room! Happy refuelling and happy doing whatever you will be doing to balance the check at the end of the month!

Very well written, i am truly saddened by the state of our government. Honest and hardworking people are suffering everyday working 12 hours a day and braving the jams only to be caught in a huge jam at the toll plaza. If the Barisan Nasional continue to rape this country and her brave people, soon there will be no more left for everyone and we will just be another torn country like phillipines or indonesia.

Malaysians will have to leave the country to work as maids and labourers in Vietnam or even thailand.

We can only look back and tell ourselves how great this country "Could Have Been" but did not become.

This gomen is more than willing and goes out of the way to subsidies rich cronies and UMNOPutras by handing out one sided contracts and APs but wants rakyat to reduce wastage and learn to live without subsidies.Think LDP, think CYC football tournament, think MRR2 and lets not forget the toll fees we have to pay.Why can't they do open tenders? why can't they get rid of AP as it is we are paying RM20-30k for our cars compared to Thailand which means we are paying for the subsidy upfront.

Where I come from, a small town just off KL, the transport system is so bad that you cannot rely on it to get to work on time. Those who work in KL have to drive at least 60km to work daily (one way), going through at least 2 tolls and pumping fuel twice a week.

I wonder what will I do now that I am only earning RM3k a month and what about those who earn below that...

I pay my taxes, road taxes, drive a local car (9 year loan on a car that's almost run down after 5 years due it being a bady made car in general) and I pay it all on time.

Well, firstly, I believe Petronas sells to others the oil digged in Malaysia as Malaysian oil is of better quality (low sulphur) and higher price. Instead, they import cheap lousy oil for our consumption. So technically, the government is subsidizing as we pay for the oil.. Then what about the profit from the sold oil ?
Oh well... lets wait for the latest corridor launch soon..

This is a plea to all consumers to gang up and gather our collective strength to influence the oil industry rather than to be controlled by the global oil industry. The international oil prices are controlled and manipulated for quick profiteering at the expense of the consumers. The recent announcement of petrol price increase is a clear obscene example of the challenges to come. It has caused havoc 2nite with all the cars queuing to pump petrol. Consumers are so predictable!

Let us all work together to display the power of the consumers.

I would like to suggest that we stop pumping petrol from ESSO effective today. The reason for choosing ESSO (An EXXON company) is because it is the biggest player in the oil and gas industry.

Lets show our consumer power.

WTF this sleepy head PM and c4,s cousin Sharir never learn their lesson after the election tsunami and now squeezing the Rakyat by forcing us to pay for their corrupted ways by so many wastages on "white elephant" projects and bailing out their cronies. Where is the Petronas profits to help the Rakyats as we are a net exporter of oil, whereas our neighbours are net importers. Don't compare our petrol price to theirs.
Be transparent and show the people how Petronas profits are being spent?
Come on Anwar! Take over and save the Rakyats! tuahyong....

RM56,000,000,000 divide by 27,000,000 rakyat = RM2074 per person. Think, do we get RM2074 subsidy from the government? meaning like myself, my wife and a daughter, I should get RM6222 for my family.
Based on the market price of RM4 per litre, I don,t think government subsidised me for 6k, my family petrol cost only about 2k per year. The government only subsidised me for another 2k only. Where is the balance of 4k gone?

Typically arrogant government of Pak Lah. Never consider how the feeling of rakyat and how they will be affected. As if with the subsidy Malaysia will go bankrupt. They should manage it and rakyat will be able to accept it gradually and managing whatever affecting them. The least they can do is to implement some counter measures. The RM625? What is that meant for, to fool the rakyat?

I would not be surprised and I'm feeling in now.... Pak Lah will be the worst Prime Minister Malaysia will ever have and his record will take millenniums to match, if Malaysia exists that long....

Pak Lah, doesnt seem to have the wisdom, a very sad indeed...

As a middle income earner this petrol hike is just too much for me to digest. With all the stupid reasons given for the hike, it is still the rakyat who suffers. As we are well aware,the crooks will still continue frolicking in the sun overseas with the rakyat's money while we the rakyat will sit here counting every penny. Can't we the rakyat do anything about this atrocity?

Dear Author,

I'm a Petronas scholar and I'm currently studying Petroleum Engineering so I know a little bit about the industry.

It is true that oil reserves in Malaysia is depleting and won't last too long. But our country is still going to have a lot of gas for quite a few more years to come. Petronas management saw this problem coming of course, and so what they did is that they've gone global. They're now operating in 31 other countries, which means that probably more than 60% of Petronas' earnings come from overseas.

In this industry, if you drill for oil and found a reservoir in Sudan, for example, that oil is yours to take. The Sudanese will only get the typical 5-10% subsidy from the business. Whatever that's left is for you to manage and squeeze profit out of. This has been the style for ages, and it is still going on. That means Petronas' reserves is not only what we have in Malaysia. Our money and our profits come from around the world.

With prices of oil going up now, more projects have become economically viable, so more wells are being drilled now and more huge ultra-deep offshore reservoirs are being found (like the one in Brazil recently). And since the price of oil increased only recently, the industry still has to take some time to adjust supply to the neverendingly high demand. From the time that we drill a well to the moment that consumers can use the oil, this could take years. So please be patient and wait for the price of oil to go down (but still expensive - I'd say around $130/barrel) and become stable again once supply adjusts itself.

As for Petronas, we probably do not have to worry too much about Malaysian oil running out. Petronas is a Malaysian-owned company but it now derives it's profits mainly from other countries' oil across the globe. If Malaysia's reserves run out, Petronas will now earn profit from 31 countries compared to the previous 32 countries. Thanks for bringing this issue up, as it is indeed a vital issue we need to talk about, but no worries, mate. Malaysians at Petronas are not as bad as you might think (or else Petronas won't be among the Fortune 500 today). They have planned a safety net for oil depletion to ensure national monetary security in the future.

Let's now just pray whatever that's best for our country and whatever that's best for mankind worldwide.

the RM56 billion willcome handy so that BN can ditch more contracts to feed the fat cats.
anyway, it has already started with the construction of 2nd bridge in Penang. Cost has balloned by more than 77% in less than one year and you all know this is given under negotiated basis (read my lips, it means screwing time again).

with all due respect, you're one of the lucky ones to be working in petronas (a government linked company) we know that there are good people in petronas like yourself who cares, however THE LEADERS are using Petronas funds for their personal benefits...that is the main concern now. If the funds are channeled in the correct direction, our economy will not be in such a bad shape now. the average income will be much higher and RM 2.8 for petrol will not be soo bad......

so it all comes down to the mismanagement of funds...!!

This is just another way for UMNO to enrich themselves and to gather political funds to fight DSAI. sad part is rakyat got to suffer because Badawi needed political funds and money for his family.

Hey Humble Voices,

Yes while i agree to the point of BN government being an opportunist and extortionist, but your concept of subsidy and oil prices by just because Malaysia being an oil exporter is NOT valid. Have you ever heard of dumping? Not the usual dumping, but dumping in the economic sense. And for this, please do not refer to other oil producing countries as one of the commenters did.

As a matter of fact, i would even prefer the government to hike the petrol price in stages, and finally allow it to FREE FLOAT. Singapore and Thailand has a free floating petrol price, and both are doing well. So i don't quite understand why Malaysia, and especially Malaysians have to cry everytime a hike is initiated.

The only reason for free floating is to reduce oil price, even if it is just a small amount. Everything is about supply and demand, whereby price will be high when demand exceeds supply. Anyone actually did a research on the petrol usage of Malaysia BECAUSE of the subsidy? I am afraid no one, and that is the point.

As for the government's behavior of doing things "curi-curi" such as announcing petrol hike and allows effective changes in less than 12 hours, definitely i will not agree. Where is the transparency you Badawi promised?

This is human nature for you. When people start to take for granted what was 1st given (petrol subsidies) to them based on the prevailing situation(at the time where the subsidy was started), they start to take it as a fundamental right to that subsidy.

What they fail to understand is that some things(especially good ones) are situational, even when they have been in effect for so long, doesn't mean that it will continue doing so forever. For example, in times of war, the affected civilians, no matter, how rich they are, can't hope to live the lavish and carefree life that they used to enjoy all along.

Don't get me wrong, I'm not endorsing that what the governemnt is doing is right. My point is, before one can start looking at the facts and arguments pertaining to this issue fairly and rationally, wisdom would demand that one scrap the notion that subsidised petrol is the fundamental right of us Malaysians first.

Being loyal to the industry that sponsors you is one thing, but you must understand what you are made of! Are the human bodies made of petroleum? Our basic elements are Carbon, Hydrogen, Oxygen and Nitrogen and the combination of these four atoms in various molecules (Bio-chemistry 101). We are alive because of mother nature that supply us with the air that we breathe and water that we drink to keep us alive.

Dear Gen,

I am not opposed to Floating our petrol prices. But I do object very strongly on the unaccountability of our oil revenues.

Singapore has the world's most efficient public transport system. But what do we have? With 700 billion oil revenues over the years it is a scandal that the government has allowed our public transport system to degenerate to the current state.

More importantly - knowing that our petrol will run dry soon, there is no sensible plan and policies as to how to prepare the rakyat for the end of cheap oil.

I will fully support the government if they are able to give us a full analysis on how the price hike will affect the rakyat, and how the revenues derived from the higher oil prices will be reinvested to safeguard the benefits of the rakyat.

Alternatives to fossil fuels do exist, but it will require a lot of investments and social adjustments. It is going to require a lot of careful planning and executions. It is a matter of survival for the rakyat. But there is a full scale war going on now and our 'leaders' are too busy protecting their war chest and killing each other.

Our govt do import oil for local consumption. We also export oil and our export is in surplus of our import, hence the term net exporter of oil.

Our imported fuel is of a lower grade compared to that of our own 'home-grown' Petronas fuel, which by the way fetch better prices on the international market because of its superior grade and quality.

When prices of oil starts to spiral upward, the govt had to fork up the so called subsidies to maintain a low price for local consumption.

At the other end of the spectrum, Petronas is raking in billions due to the price surge, artificially created by punters and traders on the international market.

The RM64 billion question should be...when, what, how and why is the govt to spend on expenditure that will benefit the rakyat instead of going into the pockets of few cronies.

As most of us already knows, Petronas billions has been over the years been siphoned of to finance mega projects from Twin Towers to KLIA to Sepang and also to bail out those failed crony businessman during the last financial crisis.

Bet you my last ringgit, the govt would never let Petronas comes under the preview of Parliament for that would open up a huge pandora box....

Petronas is Malaysian owned company, Which means it is owned by the Malaysian people. If this is the way this company treats it's owner then by all means we the malaysian citizen should BOYCOTT PETRONAS. Let all citizen start buying fuel from other petrol companies and treat petronas petrol station like the pirates they are...Lets send them a message, if you are punishing the people for electing their preferred political party then the people will punish the government whichever way they can....

First of all I would like to say that I agree totally to float the price of fuel... But before that can happen, I would like the gomen to do few things:

1: Provide alternative - Give us an efficient and reliable public transport so that we have a choice! Currently is there any? Go lawatan sambil belajar to Singapore and I think most of us will not oppose to money spent in this trip.

2. Lower the tax of cars so that we won't need to fork up almost 100K to buy a decent japanese 1.6 sedan! If I can buy a new Civic at 80K I most certainly won't complaint about the fuel price. What I piss off is that gomen make the price of non Malaysian car is artificially high so that they can protect their 20 year old baby Plotong!
3. Make the spending of the profit of Petronas transparent so that people know where the money went. Actually on second thought... all gomen spending should be transparent so that the rakyat can trust the gomen when they say they need to implement certain measure to cut spending!
4. Reform the jurisdiction system so that gomen official are accountable for their mis-deed.
5. Implement a truly independent ACA

If they implemented those 5 points above, they can remove the subsidy anytime!

Okay, let's start rolling with a family which has Papa, Mama, 1 daughter and 1 son. Ngam-ngam ....

Electricity and water bill: RM100
(No air-con, No home theatre, No water heater ... ok?)
Phone bill ( Telekom): RM100
Meals for a happy family: RM775
(3 meals on RM25/day, RM25 for 4 persons...?)
Papa makan / teh-tarik during working hrs: RM155
RM5/day, RM5 ... can eat what?)
Car repayment: RM400
(A proton saga aeroback, 7 yrs repayment)
Petrol (living in city, traffic-jam): RM300
(go to work, bring son to school,
only can afford one car running)
&nb sp;Insurance: RM650
(kids, wife and myself)
House repayment: RM750
(low cost hou sing repayment for 30 yrs,retired still have to work to pay!)
Tuition: RM80
(got that cheap meh? i don't think so)

Besides that, I believe in Malaysia population, there are millions of rakyat Malaysia which still don't earn RM3,000/month!!!

We actually already pay back the subsidy to the government upfront!!! We are paying our own 'subsidy' if you know what I mean. Before we actually got the 'subsidy', we already buy our cars with AP s***ts and it cost us more lives than they want to think about it. Paying this upfront subsidy back have caused us to buy lesser quality cars for years in change for another corrupt & incompetent product of Bolehland. Many lives have been compromised since these lives only can afford the 'tin milo' when they should really be driving Toyotas, Volvos, Hondas etc with better specs, better quality, better safety, better standard, better everything. We have compromise our lives for much too long now to know that we actually deserves 1000x more than all the 'subsidy' in the world combine.

Correct me if I am wrong, although we are producing oil, we cannot compare ourselves with UAE, Eygpt, Brunei etc because we have less production per capita.

According to http://www.nationmaster.com/graph/ene_oil_exp_net_percap-oil-exports-net-per-capita , we are at same level with the UK in terms of export per capita... and UK's fuel price is at RM10/liter? Am I right or am I missing something?

Don't get me wrong, I am all for cheap fuel but lets be fair too...

Oil drill in East coast and east malaysia is mostly exported.

We are NOT using our own oil. The petrol in your car is refined from oil came from middle east. Our government is buying it according to internation oil price.

Microsoft windows is Made in US, so US government should pay subsidise for US people who buy Windows?

Stupid Malaysian mindset. Pay for what you use.

i am a frequent traveller and a MALAYSIAN. I am proud to be Malaysian and yet i feel ashamed to be malaysian. why do i feel ashamed? The answer is very simple.. we have a government that is too short sighted and dont use their brains to think.

i have visted advance country like South Korea and to some poor country in Asia like India and Bangladesh. In Korea, all city buses are running on CNG. Even in Bangladesh, some buses are running on CNG too. Can you imagine with the level of corruption and political instability there, they can forsee the future and use CNG on their buses. Yet, we are much better of than Bangladesh but our goverment can't implement the use of CNG in our public transport.

What a joke.... hey you government fellas, if u dont wake up from yr beauty sleep like yr boss, i will pipe all the diesel smoke to yr office and u can continue to sleep into eternity.

petronas....lol smells fishy i dont trust that company. their consultants are Ernst & Young and for such a "huge" company, they only have 1 consultant and no one else. not that i have doubts on E&Y but hey, they may be independent in fact but are they also appear to be independent. i have heard that other consultants cant get any jobs from petronas too simply because some big shot in E&Y has some connection with a big shot in Petronas. now that is really a question of independence huh?
