U.S. Universities Underreport Donations from Hostile Regimes by Over $1.5 Billion

Elite colleges received billions in undisclosed donations from China, Qatar, and Russia

New data from the Department of Education show that several top-tier universities, including Yale and Cornell, failed to report more than $3 billion in foreign gifts and funds—many of which come from anti-American regimes such as China and Qatar.

According to a new study from the Clarion Project, American colleges and universities inaccurately disclosed foreign funding to the Department of Education. Between 2014 and 2019, they reported a total of $11 billion in foreign funds. But the Clarion Project's data show that the true number is over $14 billion. Some of the biggest discrepancies involve Cornell University, Texas A&M University, the University of Colorado Boulder, and Yale University.

Cornell initially reported taking $340 million in foreign funding, but the real number is closer to $1.3 billion—over $800 million of which came from Qatar. The University of Colorado Boulder initially reported $55 million in foreign funding, but the real number is closer to $345 million—61 percent of which came from the United Arab Emirates. Yale initially reported $128 million, but the real number is $496 million—almost $42 million of which came from China, Qatar, Saudi Arabia, Turkey, and Russia.

Foreign influence is growing on college campuses, and universities seldom disclose their fiscal relationships with foreign actors. A Washington Free Beacon review of federal records found that over 100 U.S. universities have Confucius Institutes, a Chinese government-backed program that often pushes Chinese Communist Party propaganda on American students. The Department of Education has mandated that universities report all foreign money through a new online portal, which has unearthed previously hidden disparities.

In all, unreported contributions from China, Russia, Saudi Arabia, Turkey, the UAE, and Qatar totaled $1.59 billion between 2014 and 2019.

"If it wasn't for a crackdown by the Department of Education, this never would have been known. The universities still wouldn't feel the need to report this, they wouldn't feel under the microscope or any sense of urgency," said Clarion Project research analyst Alex VanNess. "We're seeing billions of dollars—much of which has strings attached—being used to influence U.S. students from countries that want to use a soft power against the United States."

Of the 211 universities that disclosed their foreign funding, only Yale refused to disclose where donations were coming from. A university typically reports whether a donation came in the form of a "monetary gift" or "contract," the gift's country origin, and the gifter's name. Yale disclosed whether the money came in the form of a gift or contract and the money's country of origin, but refused to disclose the gifters' names. The data do indicate that Yale accepted donations from China, Qatar, Saudi Arabia, Turkey, and Russia.

VanNess told the Free Beacon that the lack of transparency is concerning. "It's not necessarily nefarious, but the idea that it's not being reported and not being disclosed and we're not being told what the money is paying for and who it's going to, that is a problem," VanNess said.


The Department of Education calls these discrepancies a "black hole" and claims that universities have failed to comply with disclosure laws. A Department of Education spokeswoman told the Free Beacon that universities have always been required to report foreign donations, but that previous department secretaries have been lax about enforcement.

"This is an issue of national security," the spokeswoman said. "Among other concerns, foreign money—from governments, government-run corporations, NGOs, and individuals—may come with ‘strings attached' that compromise academic freedom."

Texas A&M University said that it was investigating the discrepancies. Yale and Cornell did not respond to requests for comment.

The Chinese foreign minister is visiting Berlin next week for talks. A cross-party group of MPs want Foreign Minister Heiko Maas to bring up issues such as the Uighur internment camps and "aggressive" foreign policy.

A group of German lawmakers on Saturday called on Foreign Minister Heiko Maas to talk "in plain language" with Chinese counterpart Wang Yi, ahead of a meeting in Berlin next week.

Due to China's recent "blatant breach of international legal norms" regarding the Hong Kong Special Administrative Region (SAR), Maas should "use a language other than the consistently restrained language," the three lawmakers wrote in a cross-party letter cited by German national newspaper Süddeutsche Zeitung.

The politicians — the Green Party's Margarete Bause, Gyde Jensen from the business-friendly FDP and Michael Brand of the ruling Christian Democratic Union — called on Maas to press Wang on closing the "huge" Uighur internment camps.

They also criticized China's domestic and foreign policy as "aggressive." China has shown an "undisguised claim to power" even towards Germany and the rest of Europe, they wrote.

China also "discredited" democratic institutions and attempted to use propaganda to spread a "totalitarian narrative — also in Europe," said the lawmakers.

Earlier this year, Beijing passed a controversial national security law in response to a wave of anti-government protests that took place throughout 2019.

The new law drew widespread international criticism. Many are concerned the legislation will see Beijing crack down on free speech and dissent, as well as endangering civil liberties within the "one country, two systems" policy.

Chancellor Angela Merkel previously said she feared that Hong Kong's autonomy was being "eroded" and that Berlin would raise issues such as human rights with China during its six-month tenure as president of the Council of the European Union that began on July 1.

In July, Economy and Energy Minister Peter Altmaier defended Germany's continuing trade relationship with China, despite the Hong Kong bill.

Wang is visiting as part of a tour of European countries — his first abroad since the start of the coronavirus pandemic.

Former CIA officer charged with spying, selling defense secrets to China

A veteran CIA officer and former FBI linguist was charged Monday with selling U.S. defense secrets and the identities of CIA officers to China in exchange for cash and expensive gifts, including a new set of golf clubs.

Federal authorities say Alexander Yuk Ching Ma, 67, of Honolulu, had become a “compromised asset” of the Chinese Ministry of State Security (MSS) as early as 2001.

The FBI criminal complaint unsealed Monday indicates the case could potentially be very damaging based on the description of secret documents and other data sent to China.



“During these meetings Ma and [a co-conspirator] disclosed a substantial amount of highly classified national defense information of the United States to the MSS officers,” the complaint says. Among the information that Mr. Ma and his co-conspirator had access to were the identities of recruited CIA agents as well as secrets that reveal CIA operating methods.

Mr. Ma, a naturalized U.S. citizen born in Hong Kong, began working for the CIA in 1982 where he maintained a top secret clearance. For part of his time in the CIA, he worked overseas in the East-Asia and Pacific region.

The case is the latest spy case involving current or former U.S. intelligence officials accused of spying for China.

In November, former CIA officer Jerry Chun Shing Lee was sentenced to 19 years in prison for passing classified information to China.

The MSS branch involved was described as the Shanghai State Security Bureau. Several other recent prosecutions of suspected or convicted Chinese spies have involved the Shanghai State Security Bureau, an indication that U.S. intelligence either penetrated the bureau electronically or have communicated with a defector.

It is not clear why it took the FBI so long to arrest Mr. Ma and prosecute the case that appears to have been known since at least 2010.

In 2001, after Mr. Ma had left the CIA, he met with at least five officers from the Chinese Ministry of State Security in a Hong Kong hotel room, where he “disclosed a substantial amount of highly classified national defense information,” prosecutors said.

After leaving the CIA, Mr. Ma in 2004 landed a job as a Chinese linguist at the FBI’s Honolulu field office. He used his job and security clearance to copy or photograph classified documents about guided missiles, weapons systems and other U.S. secrets and passed the materials to his Chinese handlers, prosecutors said.

Over a six-year period, Mr. Ma is alleged to have copied or stolen documents marked “secret,” even taking some of the materials on trips to China. He returned from the trips with thousands of dollars in cash and gifts, including new golf clubs.

The FBI became suspicious of his activities, arranging two meetings last year between Mr. Ma and an undercover informant, according to records.

The undercover informant claimed to be a representative of the Chinese government investigating how Mr. Ma had been treated, including his compensation, court records showed.

An 85-year-old relative of Mr. Ma also worked for the CIA and is also accused of spying for China, but he was not charged because he suffers from “an advanced and debilitating cognitive disease.”

“The trail of Chinese espionage is long and, sadly, strewn with former American intelligence officers who betrayed their colleagues, their country and its liberal democratic values to support an authoritarian communist regime,” said Assistant Attorney General for National Security John C. Demers. “This betrayal is never worth it.”

Sen. Ben Sasse, Nebraska Republican and noted China critic, praised the FBI for cracking the case Monday.

“Alexander Yuk Ching Ma betrayed this country and has blood on his hands,” Mr. Sasse said. “Ma sold the identities of CIA officers and assets to the Chinese Communist Party and deserves to be punished to the fullest extent of the law — both as payment for his crimes and as a warning to other spies working on behalf of Beijing.”

If convicted of the charges, Mr. Ma could face the death penalty or a sentence of life in prison.

Hong Kong business tycoon Jimmy Lai has been arrested for suspected collusion with foreign forces, his aide has said.

Mark Simon said the businessman was held under the controversial national security law imposed by China in June.

Mr Lai has been a prominent supporter of the pro-democracy protests that erupted in Hong Kong last year.

In February, the 71-year-old who also holds UK citizenship was charged with illegal assembly and intimidation. He was later granted police bail.

"Jimmy Lai is being arrested for collusion with foreign powers at this time," said Mr Simon, an executive at Mr Lai's media firm Next Digital.

According to local media, Hong Kong police have also entered the building of his media company, searching the offices.

Police have confirmed that seven people were arrested on Monday on suspicion of breaking the national security law, but have not yet named Mr Lai. 

The Monday arrests are the third wave of detentions under the new law. Mr Lai's would be the highest profile case so far and the first involving someone who holds foreign citizenship.

Who is Jimmy Lai?

Mr Lai is estimated to be worth more than $1bn (£766m). 

Having made his initial fortune in the clothing industry, he later ventured into media and founded the newspaper Apple Daily, which is frequently critical of Hong Kong and mainland Chinese leadership.

He has also been himself an activist against Beijing's increasingly tight grip on the Hong Kong. In 2019 he supported the reform protests and participated in the demonstrations. 

When earlier this year he was charged for his involvement in those protests, Chinese state media dubbed him a "riot's mastermind" who "has spread waves of hatred and negative information about the Chinese mainland day and night".

On 30 June, when the security law was passed, Mr Lai told the BBC that this "spells the death knell for Hong Kong". 

He warned that Hong Kong would become as corrupt as mainland China because "without the rule of law, people who do business here will have no protection".

In a separate interview with the AFP news agency, Mr Lai said: "I'm prepared for prison. If it comes, I will have the opportunity to read books I haven't read. The only thing I can do is to be positive."

What is the new security law?

Hong Kong has had a high degree of autonomy since it was returned to Chinese rule in 1997, and its residents have had a far higher level of freedom of speech and media than people on the mainland. 

But the law's key provisions include that crimes of secession, subversion, terrorism and collusion with foreign forces are punishable by a maximum sentence of life in prison.

It makes it easier to punish protesters, and reduces the Hong Kong's autonomy. 

It also gives Beijing powers to shape life in the former British colony in a way it has never had before. 

Critics say it effectively curtails protest and freedom of speech - China has said the new law will return stability to the territory after a year of unrest.

Rule 1: Power is not only what you have, but what the enemy thinks you have

Rule 2: Never go outside the experience of your people.

Rule 3: Whenever possible, go outside the experience of the enemy.

Rule 4: Make the enemy live up to its own book of rules.

Communist Manifesto 10 Planks

10 Conditions For Transition To Communism

  1. Abolition of property in land and application of all rents of land to public purposes.
  2. A heavy progressive or graduated income tax.
  3. Abolition of all right of inheritance.
  4. Confiscation of the property of all emigrants and rebels.
  5. Centralisation of credit in the hands of the State, by means of a national bank with State capital and an exclusive monopoly.
  6. Centralisation of the means of communication and transport in the hands of the State.
  7. Extension of factories and instruments of production owned by the State; the bringing into cultivation of waste-lands, and the improvement of the soil generally in accordance with a common plan.
  8. Equal liability of all to labour. Establishment of industrial armies, especially for agriculture.
  9. Combination of agriculture with manufacturing industries; gradual abolition of the distinction between town and country, by a more equitable distribution of the population over the country.
  10. Free education for all children in public schools. Abolition of children's factory labour in its present form. Combination of education with industrial production.


Keep these in mind as you contemplate the direction of the American government over the past 50 years and especially since the Obama election.

The Goals of Communism

(as read into the congressional record January 10, 1963, from "The Naked Communist" by Cleon Skousen)


1. U.S. acceptance of coexistence as the only alternative to atomic war.

2. U.S. willingness to capitulate in preference to engaging in atomic war.

3. Develop the illusion that total disarmament of the United States would be a demonstration of moral strength.

4. Permit free trade between all nations regardless of Communist affiliation and regardless of whether or not items could be used for war.

5. Extension of long-term loans to Russia and Soviet satellites.

6. Provide American aid to all nations regardless of Communist domination.

7. Grant recognition of Red China. Admission of Red China to the U.N.

8. Set up East and West Germany as separate states in spite of Khrushchev's promise in 1955 to settle the German question by free elections under supervision of the U.N.

9. Prolong the conferences to ban atomic tests because the United States has agreed to suspend tests as long as negotiations are in progress.

10. Allow all Soviet satellites individual representation in the U.N.

11. Promote the U.N. as the only hope for mankind. If its charter is rewritten, demand that it be set up as a one-world government with its own independent armed forces. (Some Communist leaders believe the world can be taken over as easily by the U.N. as by Moscow. Sometimes these two centers compete with each other as they are now doing in the Congo.)

12. Resist any attempt to outlaw the Communist Party.

13. Do away with all loyalty oaths.

14. Continue giving Russia access to the U.S. Patent Office.

15. Capture one or both of the political parties in the United States.

16. Use technical decisions of the courts to weaken basic American institutions by claiming their activities violate civil rights.

17. Get control of the schools. Use them as transmission belts for socialism and current Communist propaganda. Soften the curriculum. Get control of teachers' associations. Put the party line in textbooks.

18. Gain control of all student newspapers.

19. Use student riots to foment public protests against programs or organizations which are under Communist attack.

20. Infiltrate the press. Get control of book-review assignments, editorial writing, policymaking positions.

21. Gain control of key positions in radio, TV, and motion pictures.

22. Continue discrediting American culture by degrading all forms of artistic expression. An American Communist cell was told to "eliminate all good sculpture from parks and buildings, substitute shapeless, awkward and meaningless forms."

23. Control art critics and directors of art museums. "Our plan is to promote ugliness, repulsive, meaningless art."

24. Eliminate all laws governing obscenity by calling them "censorship" and a violation of free speech and free press.

25. Break down cultural standards of morality by promoting pornography and obscenity in books, magazines, motion pictures, radio, and TV.

26. Present homosexuality, degeneracy and promiscuity as "normal, natural, healthy."

27. Infiltrate the churches and replace revealed religion with "social" religion. Discredit the Bible and emphasize the need for intellectual maturity which does not need a "religious crutch."

28. Eliminate prayer or any phase of religious expression in the schools on the ground that it violates the principle of "separation of church and state."

29. Discredit the American Constitution by calling it inadequate, old-fashioned, out of step with modern needs, a hindrance to cooperation between nations on a worldwide basis.

30. Discredit the American Founding Fathers. Present them as selfish aristocrats who had no concern for the "common man."

31. Belittle all forms of American culture and discourage the teaching of American history on the ground that it was only a minor part of the "big picture." Give more emphasis to Russian history since the Communists took over.

32. Support any socialist movement to give centralized control over any part of the culture--education, social agencies, welfare programs, mental health clinics, etc.

33. Eliminate all laws or procedures which interfere with the operation of the Communist apparatus.

34. Eliminate the House Committee on Un-American Activities.

35. Discredit and eventually dismantle the FBI.

36. Infiltrate and gain control of more unions.

37. Infiltrate and gain control of big business.

38. Transfer some of the powers of arrest from the police to social agencies. Treat all behavioral problems as psychiatric disorders which no one but psychiatrists can understand.

39. Dominate the psychiatric profession and use mental health laws as a means of gaining coercive control over those who oppose Communist goals.

40. Discredit the family as an institution. Encourage promiscuity and easy divorce.

41. Emphasize the need to raise children away from the negative influence of parents. Attribute prejudices, mental blocks and retarding of children to suppressive influence of parents.

42. Create the impression that violence and insurrection are legitimate aspects of the American tradition; that students and special-interest groups should rise up and use united force to solve economic, political or social problems.

43. Overthrow all colonial governments before native populations are ready for self-government.

44. Internationalize the Panama Canal.

45. Repeal the Connally reservation so the United States cannot prevent the World Court from seizing jurisdiction over nations and individuals alike.
