how do you know the sea turtle tracking prog is not being used by individuals and/or companies to exploit, sea turtles by giving our their locations?

The ocean is a big place and sea turtles spend very little time at the surface. Also, satellite tracking information is imprecise. It is unlikely that anyone could physically locate a specific turtle bases on satellite tracking data.
