GNU Texinfo v4.8

Merged in the changes done for 4.1 with the exception of the japanese
specific stuff (because I'm not yet a fulent reader of japanese). Works
better than I'd expected. Chief purpose was to get a makeinfo which
satisfied configure in binutils and didn't bitch about the input.
