At the very time he received this appointment he was actually in correspondence with Colonel Robinson, an officer of General Clinton's staff, declaring that he was become convinced of the more righteous cause of the mother country, and that he was prepared to testify this by some signal service to his king. The Emperor Joseph of Austria had returned from the campaign of 1788 against Turkey greatly chagrined, and with fast-failing health. Had he been wise, he would have accepted the overtures for peace made to him by the Sultan, and have spent the few remaining days of his existence in tranquillity. But his ambitious and persuasive ally, Catherine, prevailed upon him to make another effort. He mustered fresh troops. A hundred and fifty thousand men were marched against the Turkish frontier, early in the year of 1789, in different divisions. It was a circumstance very much in their favour that the able Sultan, Abdul Hamid, died suddenly in April, and was succeeded by his nephew, Selim, a young, rash, and unprincipled man. The acts of Selim, in murdering and dismissing his father's best ministers and commanders, and the unruly condition of the janissaries, rendered Turkey especially open to the attacks of its enemies. Marshal Laudohn, supporting his earlier fame, took the fortress of Gradiska, and stormed Belgrade. But this was not accomplished till the 8th of October, and an attempt was then made to reduce Orsova, but this failed. Coburg and Suvaroff having joined, won a great victory over the new Vizier, Martinitzi, in Wallachia, on the 22nd of September, and the remains of the Turkish army retired to the pass of Shumla, on the Balkan mountains. Potemkin, on his part, had greatly increased his forces after the reduction of Oczakoff, and after a desperate resistance took Bender, famous as the abode of Charles XII. of Sweden, after the battle of Pultawa. Before winter, the Russians had made decided progress in their inroads into the Turkish dominions on the Black Sea. They had gained possession of Akerman, at the mouth of the Dniester; of Keglia Nova, on the northern banks of the Danube, and of other places on the Black Sea. They had also extended their frontier to the left bank of the Danube, and they had actually reduced every important place between the Bug and Dniester and that river. Had Catherine had a sufficient fleet in the Black Sea, Constantinople might have trembled for its safety.[See larger version]Meanwhile, Lafayette and Bailly, summoned by this strange news, had hurried to the H?tel de Ville, where they found the National Guard and the French Guard drawn up, and demanding to be led to Versailles. The French Guard declared that the nation had been insulted by the Flanders regiment��the national cockade trampled on; and that they would go and bring the king to Paris, and then all should be well. Bailly and Lafayette attempted to reason with them; but they, and thousands upon thousands of armed rabble again collected there, only cried, "Bread! bread! Lead us to Versailles!" There was nothing for it but to comply; and at length Lafayette declared that he would conduct them there. He mounted his white horse, and this second army, about three o'clock in the afternoon, marched in the track of the amazons who had already reached Versailles.
TWO:As this excitement closed the old year, so it opened the new one. No sooner did Parliament meet, after the Christmas recess, than, on the 17th of January, 1764, the order for Wilkes's attendance at the bar was read. It was then found that he had thought it best to retire into France. Still he did not hesitate to send over a medical certificate, signed by one of the king's physicians and an army surgeon, affirming that his wound was in such a condition that it was not safe for him to leave Paris. The House of Commons paid no attention to the certificate, but proceeded to examine evidence, and the famous No. 45 of the North Briton; and after a violent debate, continuing till three o'clock in the morning, passed a resolution that the paper in question contained the grossest insults to his Majesty, to both Houses of Parliament, and tended to traitorous insurrection against the Government. Accordingly, the next day, he was formally expelled the House, and a new writ was issued for Aylesbury.

THREE:THE PRIESTLEY RIOTS AT BIRMINGHAM (see p. 384)On the reassembling of Parliament on the 3rd of February, 1842, Sir Robert Peel was confronted by a rapidly increasing demand for freedom of trade. Among the earliest of the Parliamentary champions of the people's right to cheap food was Mr. Villiers, afterwards President of the Poor Law Board. He became a pupil of Mr. M'Culloch, the author of the "Commercial Dictionary," who was also one of the soundest and most consistent advocates of commercial and fiscal reforms. The bold attacks of Mr. Huskisson and Mr. Canning upon commercial monopolies naturally excited his admiration, and as a supporter of those statesmen he offered himself as a candidate for Hull at the general election in 1826. The election was lost by a small majority, and Mr. Villiers was afterwards called to the bar, became Secretary to the Master of the Rolls, and subsequently one of the Examiners in Chancery. At the general election in 1835 he presented himself as a candidate for Wolverhampton, avowing the same Free Trade principles which he had professed nine years before at Hull. It is said to have been at a meeting at Sir William Molesworth's, in 1837, that Mr. Villiers was strongly urged to take the opposition to the Corn Laws as his peculiar field of Parliamentary duty; and in that year he pledged himself at the hustings to move for their total repeal, an object at that time generally regarded as too wild and hopeless to be undertaken seriously by a practical statesman. On the 15th of March, 1838, Mr. Villiers rose in Parliament to make the first of those motions on the Corn Laws with which he afterwards became associated in the public mind. Scarcely any excitement was caused by this discussion. It seems, indeed, to have been regarded rather as an exercise in political speaking by some who viewed the matter in a philosophic, rather than in a practical light, and who had no real expectation of success. Only one of the ministers[480] was present during a debate which was destined, in its annual reappearance, to become so formidable to the party of monopoly; and this Minister, it was remarked by one speaker, appeared to be taking "his evening siesta," doubtless "owing to weariness induced by his close attention to official duties"��a remark which elicited loud laughter. It must be confessed, however, that the slumber of the Minister was no unfit representation of the want of faith in Corn Law Repeal which existed out of doors. It was certain that nothing but pressure from without could obtain even a modification of those laws in the teeth of the all-powerful aristocracy and their representatives in the Commons; but as yet the country took little part in the great question of the final emancipation of British industry. For a repeal of the Poor Laws there had been presented to the House not less than 235 petitions, with 190,000 signatures. The agitation��chiefly supported by the Times newspaper and a few Socialistic reformers, like Mr. Fielden, against the law which, harsh as it seemed, was at bottom a really wise and humane measure for raising the people from that condition of acquiescence in misery and degradation to which the bad legislation of past years had so powerfully contributed to reduce them��had assumed formidable dimensions, and stirred the country in every part; but for a repeal of the law which in every way depressed the energies of the people, only a few petitions, bearing at most about 24,000 signatures, had been presented.

    FORE:But Hastings had scarcely terminated these proceedings, when the new members of Council, appointed under the Regulating Act, arrived. On the 19th of October, 1774, landed the three Councillors, Clavering, Monson, and Francis; Barwell had been some time in India. The presence of the three just arrived was eminently unwelcome to Hastings. He knew that they came with no friendly disposition towards him, and that Philip Francis, in particular, was most hostile. The letter of the Court of Directors recommended unanimity of counsels, but nothing was further from the views of the new members from Europe. As they were three, and Hastings and Barwell only two, they constituted a majority, and from the first moment commenced to undo almost everything that he had done, and carried their object. They denounced, and certainly with justice, the Rohilla war; they demanded that the whole correspondence of Middleton, the agent sent to the court of Oude by Hastings, should be laid before them. Hastings refused to produce much of it, as entirely of a private and personal nature; and they asserted that this was because these letters would not bear the light, and that the whole of Hastings' connection with Sujah Dowlah was the result of mercenary motives. In this they did the Governor-General injustice, for, though he drew money sternly and by every means from the India chiefs and people, it was rather for the Company than for himself. They ordered the recall of Middleton from Oude, deaf to the protests of Hastings that this was stamping his conduct with public odium, and weakening the hands of government in the eyes of the natives. Still, Middleton was recalled, and Mr. Bristow sent in his place. Hastings wrote home in the utmost alarm both to the Directors and to Lord North, prognosticating the greatest confusion and calamity from this state of anarchy; and Sujah Dowlah, regarding the proceedings of the new members of Council as directed against himself, and seeing in astonishment the authority of Hastings apparently at an end, was so greatly terrified that he sickened and died.

    FORE:Cope had landed his force at Dunbar on the very day that the prince entered Edinburgh. His disembarkation was not completed till the 18th. Lord Loudon had joined him at Inverness with two hundred men, and now he met the runaway dragoons, six hundred in number, so that his whole force amounted to two thousand two hundred men��some few hundreds less than the Highlanders. Sir John took the level road towards Edinburgh, marching out of Dunbar on the 19th of September. Next day Lord Loudon, who acted as adjutant-general, rode forward with a reconnoitring party, and soon came back at a smart trot to announce that the rebels were not approaching by the road and the open country to the west, but along the heights to the south. Sir John, therefore, altered his route, and pushed on to Prestonpans, where he formed his army in battle array. He placed his foot in the centre, with a regiment of dragoons and three pieces of artillery on each wing. His right was covered by Colonel Gardiner's park wall and the village of Preston; his left extended towards Seaton House, and in his rear lay the sea, with the villages of Prestonpans and Cockenzie. Between him and the Highlanders was a deep morass.Joseph, in the face of these things, passed an edict sequestrating all the abbeys in Brabant. The States of Brabant therefore refused the voting of any subsidies, and Joseph, irritated to deeper blindness, determined to abolish the Great Charter entitled the Joyeuse Entr��e, so called because granted on the entry of Philip the Good into Brussels, and on which nearly all their privileges rested. To compel them to vote a permanent subsidy, the military surrounded the States of Hainault, forcibly dissolved their sitting, and then calling an extraordinary meeting of the States of Brabant, Trautmansdorff ordered them to pass an Act sanctioning such a subsidy. But the deputies remained firm, and thereupon the Joyeuse Entr��e was annulled by proclamation, and the House of Assembly dissolved. Joseph vowed that he would extinguish the rebellion in blood, and reduce the Netherlands to the same despotism which ruled all his other states, except Hungary and the Tyrol.

    FORE:The next step in the increase of means of traffic was the construction of canals. The rivers had previously been rendered more navigable by removing obstructions, deepening channels, and making good towing-paths along their banks; but now it was projected to make artificial rivers. In this scheme, Richard Brindley, under the patronage of the Duke of Bridgewater, was the great engineer; and his intrepid genius dictated to him to carry these canals over hills by locks, over rivers by aqueducts, and through the heart of hills by tunnels. These enterprises at that moment appeared, to the ordinary run of civil engineers, as rash experiments, which were sure to prove abortive. As all new ideas are, these ideas, now so commonplace, were ridiculed by the wise ones as little short of madness. Mr. Brindley's first great work was the formation of the Duke of Bridgewater's canal, from Worsley to Manchester. In this he at once proved all his plans of locks, tunnels, and aqueducts. He conducted his canal by an aqueduct over the river Irwell, at an elevation of thirty-nine feet; and those learned engineers who had laughed at the scheme as "a castle in the air," might now see boats passing over the river at that height with the greatest ease, while other boats were being drawn up the Irwell against the stream and under the aqueduct with five times the labour. At Worsley the canal was conducted into the very heart of the coal-mine by a tunnel, with branches, which conducted the boats up to the different parts of the[191] mine, so that the coal could be loaded on the spot where it was dug. The immediate effect of this canal was to reduce coals in Manchester to half the former price; and the canal being extended so as to connect it with the Mersey, at Runcorn, it reduced the freight of goods from Manchester to Liverpool to the same extent, from twelve shillings to six shillings per ton, the land carriage having been forty shillings. Brindley was next engaged to execute the Grand Trunk Canal, which united the Trent and Mersey, carrying it through Birmingham, Chesterfield, and to Nottingham. This was commenced in 1766, and exhibited further examples of his undaunted skill, and, as he had been laughed at by the pedants of the profession, he now in his turn laughed at their puny mediocrity. One of his tunnels, at Harecastle Hill, in Staffordshire, was two thousand eight hundred and eighty yards long, twelve feet wide, nine high, and in some parts seventy yards below the surface of the ground. This tunnel, after half a century's use, was found too confined for the traffic, and a new one, much wider, was made by Telford. By this time the art of tunnelling had made great progress, and whilst Brindley required eleven years to complete his tunnel, Telford made his much larger one in three. Many causes intervened to check for a time the progress of canals, so that from 1760 to 1774 only nineteen Acts were passed for them; but in the two years of 1793 and 1794 no fewer than thirty-six new Bills were introduced to Parliament, with others for extending and amending rivers, making altogether forty-seven Acts, the expenditure on the canals of these two years' projection amounting to five million three hundred thousand pounds. The work now went on rapidly, and investments in canal shares exhibited at that day, in miniature, the great fever of railway speculation at a later period. Lines of canals were made to connect the Thames, the Tweed, the Severn, and the Mersey; so that the great ports of London, Liverpool, Hull, and Bristol were connected by them, and put into communication with nearly all the great inland manufacturing towns. In 1779 a ship-canal was completed from the Forth to the Clyde��a work proposed as early as the reign of Charles II. This canal, thirty-five miles in length, had thirty-nine locks, which carried the canal to a height of one hundred and fifty-six feet above the sea, and it crossed the river Kelvin by an aqueduct eighty-three feet from the bed of the river to the top of the masonry. A few years later a much larger ship-canal united Gloucester to the Severn, and wonderfully increased the trade and growth of that city.Accordingly, Charles could do nothing but maintain his position for the present in Scotland, and send off a messenger to France to announce his wonderful success, and to urge that now was the moment to hasten over troops and supplies, and secure the Crown and friendship of England for ever. He sent over Mr. Kelly to the French Court and to his father, and for a moment there was a lively disposition at Versailles to strike the blow. The king immediately despatched some supplies of money and arms, some of which were seized by English cruisers, and some of which arrived safely. There was also a talk of sending over Charles's brother, Henry, Duke of York, at the head of the Irish regiments and of others, and active preparations were made for the purpose at Dunkirk. But again this flash of enthusiasm died out, and Charles, three weeks after Kelly, sent over Sir James Stewart to aid him in his solicitations. But all was in vain. The French again seemed to weigh the peril of the expedition, and on their part complained that the Jacobites showed no zeal in England, without which the invasion would be madness. Thus the time went by, till the Dutch and English troops landed in England, and the opportunity was lost.
    FORE:The crisis was at hand. The efforts of the Jacobins had culminated in the great blow which should crush this ancient monarchy to the earth. The Federates called a meeting of the Committee of Insurrection to arrange the final plans, and it was resolved that the insurrection should take place on the 10th of August.This was not the only bitter pill that poor Lord Eldon was compelled to swallow. Without one word of intimation from the king or the Prime Minister, he learnt for the first time from the Courier that Mr. Huskisson had been introduced into the Cabinet. Mr. Huskisson was made President of the Board of Trade, and in his stead Mr. Arbuthnot became First Commissioner of the Land Revenues. Mr. Vansittart, who had proved a very inefficient Chancellor of the Exchequer,[231] was raised to the peerage by the title of Lord Bexley, and got the quiet office of Chancellor of the Duchy of Lancaster. He was succeeded in the more important office by a much abler financier, Mr. Robinson.

    FORE:By this treaty almost everything was given up which had kept Spain and Austria in war and conflict for many years, and by themselves and their allies had steeped Europe in blood. The King of Spain agreed to sanction the Ostend Company, to yield the long-contested point regarding the exclusive mastership of the Golden Fleece. He surrendered the right to garrison with Spanish troops the fortresses of Tuscany. He acknowledged the Emperor's right to Naples, Sicily, the Milanese, and Netherlands, and guaranteed what was termed the Pragmatic Sanction; that is, the succession of the hereditary states of Austria in the female line. This was a concession of immense importance to the Emperor, who had only daughters, and whose claim to the Flemish and Italian dominions might thus have been contested by Philip on the Emperor's death. Thus, before the emotions of a family quarrel, fell at once all the mighty questions which had rent and desolated Europe for a quarter of a century! Both the sovereigns engaged to afford mutual support should either be attacked. Charles agreed to bring into the field twenty thousand foot and ten thousand horse, Philip twenty thousand troops and fifteen ships of war.

THREE:For the reasons here stated, early in the summer a powerful fleet was fitted out with the utmost dispatch and secrecy by the new Ministry, and sent to the Baltic. The fleet consisted of twenty-five sail of the line, more than forty frigates, sloops, bomb-vessels, and gun-brigs, with three hundred and seventy-seven transports to convey over twenty-seven thousand troops from Stralsund, a great part of which were Germans in British pay. Admiral Gambier commanded the fleet, and Lord Cathcart the army, having second in command Sir Arthur Wellesley. On the 1st of August the British fleet was off the entrance of Gothenburg, and Admiral Gambier sent Commodore Keats into the Great Belt to cut off any passage from Holstein for the defence of Copenhagen. Admiral Gambier himself entered the Sound, passed the castles without any attack from them, and anchored in Elsinore Roads. By the 9th of August the whole fleet and the transports were collected there, and Mr. Jackson, who had been many years British envoy in the north of Germany, and knew most of the Danish Ministers, was dispatched to Kiel, in Holstein, where the Crown Prince lay with an army of from twenty[541] thousand to thirty thousand men, to endeavour to induce him to enter into an alliance with Great Britain, and to deliver the fleet to its keeping till the peace, stating the necessity that the British commanders would otherwise be under of taking possession of it by force. The Crown Prince, though the British had made it impossible to cross over and defend the fleet, received the overture with the utmost indignation. Mr. Jackson returned to Admiral Gambier, and the Crown Prince sent a messenger to order Copenhagen to be put into a state of defence. But there was scarcely a gun upon the walls, and the population only numbered, excluding the sailors, some thirteen thousand men, inclusive of five thousand five hundred volunteers and militia. On the 17th several Danish gunboats came out of the harbour, fired at some of our transports coming from Stralsund, burnt an English vessel, and attacked the pickets of Lord Cathcart's army. These vessels were driven back again by bombshells, and that evening Admiral Gambier took up a nearer station north-east of the Crown battery, the Trekroner. He then proceeded to surround the whole of the island of Zealand, on which Copenhagen stands, with our vessels. The division of the army landed at Wedbeck having now marched up, was joined by other divisions, and proceeded to entrench themselves in the suburbs of Copenhagen. They were attacked by the gunboats, but, on the 27th, they had covered themselves by a good battery, and they then turned their cannon on the gunboats, and soon compelled them to draw off. On the 29th Sir Arthur Wellesley marched to Ki?ge, against a body of Danish troops that had strongly fortified themselves there in order to assail the besiegers, and he quickly routed them. The Danish troops then made several dashing sorties from Copenhagen, while their gunboats and floating batteries attacked our advanced vessels, and managed, by a ball from the Trekroner, to blow up one of our transports. The French had now arrived at Stralsund, and Keats was sent to blockade that port, to hinder them from crossing over into Zealand; nothing but the extreme rapidity of the movements of the British prevented a powerful army of French from being already in Copenhagen for its defence.

The soldiers shouted, "Paris, Paris!" but, after the review, the marshals produced the Moniteur, told him what had taken place, and that it was necessary that he should submit. He appeared greatly agitated, and asked them what they wished. Lefebvre said, bluntly, that he had been advised by his best friends to make peace in time, when he would have saved everything; there was nothing for it now but to abdicate. Napoleon then called for a pen, and abdicated in favour of his son. Caulaincourt and Ney were to carry this to the Allied sovereigns. They inquired what terms they should ask for himself. He replied��"None: I ask nothing." Yet, the moment the commissioners were gone, he started up and vowed that he would fight with Marmont's corps and the Guards, and would be in Paris on the morrow.[See larger version]

THREE:The weary night at length passed. The dull sun of a December day (the 22nd) rose upon the ghastly scenes of that gory battlefield. The soldiers, many of whom were without food from the morning of the previous day, were again marshalled in order of battle. The artillery commenced the work, but with little effect. "But why waste time and ammunition thus?" said Gough. "We must try the bayonet once more." Then was made a tremendous charge for life. At first, part of the line reeled under the storm from the enemy's guns; but still the whole army pressed on with desperate shouts, the two wings closing in upon the village, driving everything before them, and still pressing onward till they captured the whole of the enemy's guns on the works. The two generals, waving the captured banners, rode in triumph before the victorious army, and were hailed with enthusiastic applause. The whole of the enemy's military stores and camp furniture, with seventy-three guns and seventeen standards, remained in possession of the British. One Sikh army was now defeated; but there was another to come on, 30,000 strong, most of whom were perfectly fresh. The spirit of the Commander-in-Chief seemed now to fail him, and he so despaired of the issue that he confessed in a letter to his friend, that for a moment he felt regret as each passing shot left him still on horseback. Most of our cavalry were hardly able to move from the exhaustion of the horses; our ammunition was nearly spent, while the fire from the enemy's guns was rapid. At this critical moment, owing to a misconception of orders, our cavalry and artillery moved off from the flanks, which they protected, taking the road towards Ferozepore. It was a blunder that seemed ordered by Providence to save our army from annihilation; for the Sikhs��not knowing our weakness, and conceiving that the design was to take possession of the fords, and prevent their crossing the river��immediately began to retreat. Our infantry pursued; and such was the consternation and confusion of the enemy, that they never stopped running till they got to the other side of the Sutlej. In these terrible battles the British lost, in killed and wounded, 2,415 men, being a sixth of the whole number engaged. Among the killed were Major Broadfoot, political agent in the North-West Provinces, Colonel Wallace, and Major Somerset.

He was reinforced by General Doppet, from the Rhone, and General Dugommier, from the Var; and the latter had in his corps-d'arm��e a young lieutenant of artillery, who contained in his yet unknown person the very genius of war��namely, Napoleon Buonaparte. Cartaux was a man who had risen from the ranks; Doppet had been a physician in Savoy; and Dugommier was acting on a plan sent from the Convention. Buonaparte suggested what he thought a much superior plan. "All you need," he said, "is to send away the English; and to do that, you have only to sweep the harbour and the roadstead with your batteries. Drive away the[423] ships, and the troops will not remain. Take the promontory of La Grasse, which commands both the inner and outer harbour, and Toulon will be yours in a couple of days." On this promontory stood two forts, Equilette and Balaquier, which had been much strengthened by the English. It was resolved to assault these forts, and batteries opposite to them were erected by the French under Buonaparte's direction. After much desperate fighting, vast numbers of troops being pressed against the forts, that of Balaquier was taken. This gave the French such command of the inner harbour, that Lord Hood called a council of war, and showed the necessity of retiring with the fleet, and thus enabling the Royalists to escape, who would otherwise be exterminated by their merciless countrymen. This was agreed to, and it was resolved to maintain the different forts till the ships had cleared out. The Neapolitans behaved very ill, showing no regard for anything but their own safety. They held two forts��one at Cape Lebrun, and the other at Cape Lesset; these, they said, they would surrender as soon as the enemy approached. They made haste to get their ships and men out of harbour, leaving all else to take care of themselves. The Spaniards and Piedmontese behaved in a much nobler manner. They assisted willingly all day in getting on board the Royalists��men, women, and children. All night the troops began to defile through a narrow sallyport to the boats under the guns of the fort La Malaga. This was happily effected; and then Sir Sidney Smith, who had recently arrived at Toulon, and had volunteered the perilous office of blowing up the powder-magazines, stores, arsenals, and the ships that could not be removed, began his operations. He succeeded in setting fire to the stores and about forty ships of war that were in the harbour.On the day before her Majesty had desired to see Sir Robert Peel, to bid him farewell; but before he had set out for Windsor he had learnt the circumstances of the failure of the Whig leader to form a Cabinet; and as the result of his interview with the Queen he returned to London to resume the reins of Government. His position was greatly strengthened. Of his late Cabinet, Lord Stanley alone insisted on retiring, his place at the Board of Trade being filled by Mr. Gladstone. The baffled Whigs and the discontented monopolist party threatened a formidable combination; but, as regarded the Ministry itself, the change of policy was effected with far less sacrifice than might have been expected, considering all the circumstances of the case.A very instructive point of comparison is the relative increase of different classes of occupations in the decennial period from 1831 to 1841. A comparative return of the Commissioners includes males only, ages twenty years and upwards, and exhibits the following results. The number of occupiers and labourers in agriculture had decreased in that period from 1,251,751 to 1,215,264; but the Commissioners explained this result by supposing that numerous farm servants had been returned in 1841 as domestic servants instead of as agricultural labourers. Persons engaged in commerce, trade, and manufactures had increased from 1,572,292 to 2,039,409 (or 29?7 per cent.); capitalists, bankers, professional, and other educated men, from 216,263 to 286,175 (or 32?3 per cent.); labourers employed in labour not agricultural had decreased from 611,744 to 610,157; other males, twenty years of age, except servants, had increased from 237,337 to 392,211; male servants, twenty years of age and upwards, had increased from 79,737 to 164,384; including, however, as already noticed, many farm servants. For the purpose of instituting a just comparison of the relative increase of particular employments, it must be understood that the total number of male persons, twenty years of age and upwards (exclusive of army, navy, and merchant seamen), had increased in this period of ten years from 3,969,124 to 4,707,600 (or 18?6 per cent.). These[417] people were better fed than their ancestors, and had more work to do. There are three kinds of raw material the consumption of which is particularly indicative of social advancement, as giving employment to the people, adding to their comforts, and increasing the national wealth. These are timber, cotton, and wool. Taking all the different kinds of imported timber, there was an increase during the ten years of 37 per cent.; in cotton there was an increase of 61 per cent.; and of sheep and lamb's wool, in addition to the home production, there was an increased importation of more than 78 per cent.In the report drawn up by Mr. Wyse, the chairman of the select Committee of the House of Commons appointed to inquire into the Foundation Schools in Ireland, in 1837, an interesting history is given of the origin, progress, and working of those obnoxious schools, and of other educational societies which followed. The Incorporated Society for Promoting English Protestant Schools in Ireland was established by Royal Charter in 1733, the avowed object being the education of the poor in the principles of the Established Church. It is sufficient to remark that the annual grants which were made to the schools in connection with it (well known as the Charter Schools) were, in consequence of the report of the Commissioners of 1824, gradually reduced, and finally withdrawn. In 1824 there were of those schools 32; the number of children in them amounted to 2,255. The grant for 1825 was ��21,615. The grant was gradually reduced to ��5,750 in 1832, when it was finally withdrawn. During nineteen years this system cost the country ��1,612,138, of which ��1,027,715 consisted of Parliamentary grants. The total number of children apprenticed from the beginning till the end of 1824 was only 12,745; and of these but a small number received the portion of ��5 each, allotted to those who served out their apprenticeship, and married Protestants. The Association for Discountenancing Vice was incorporated in 1800. It required that the masters and mistresses in its schools should be of the Established Church; that the Scriptures should[358] be read by all who had attained sufficient proficiency; and that no catechism be taught except that of the Established Church. The schools of the Association amounted in 1824 to 226, and the number of children to 12,769; of whom it was stated that 7,803 were Protestants, and 4,804 were Roman Catholics; but the Rev. William Lee, who had inspected 104 of these schools in 1819 and 1820, stated before the Commissioners of 1824 that he had found the catechism of the Church of Rome in many of them. The Society for Promoting the Education of the Poor was founded on the 2nd of December, 1811, and was managed by a committee of various religious persuasions. The principles which they had prescribed to themselves for their conduct were, to promote the establishment and assist in the support of schools in which the appointment of governors and teachers, and the admission of scholars, should be uninfluenced by religious distinctions, and in which the Bible or Testament, without note or comment, should be read by all the scholars who had attained a suitable proficiency in reading, excluding catechisms and books of religious controversy; at the same time it was to be distinctly understood that the Bible or Testament should not be used as a school book from which children should be taught to spell or read. A grant was accordingly made to the society of ��6,980, Irish currency, in the Session of 1814-15. The system of this society was manifestly the same as that which was formerly called the Lancastrian system in England, and which, although adopted by the great body of the Protestant Dissenters there, was so much opposed by the bishops and clergy of the Established Church in general, that they completely prevented its application to schools for children of their communion. The Roman Catholic prelates and clergy set themselves with equal resolution against it in Ireland and with equal success. It was accordingly found in 1824, that of 400,348 children whose parents paid for their education in the general schools of the country, and whose religion was ascertained, there were 81,060 Protestants, and 319,288 Roman Catholics; while of 56,201 children educated under the Kildare Place Society��although theirs were schools for the poor, and the Roman Catholics bear a much greater proportion to Protestants in the poorer classes than in the higher��there were 26,237 Protestants, and only 29,964 Roman Catholics.
