So,

.55% N for WET cow manure, BUT 

3.0% N for DRY cow manure and 

6.0 to 8.0% for some of the other DRY manures off the farm

When you consider that we usually apply great weighty amounts of wet 
manure then I think you would agree that manure can supply a 
significant source of N, even at .55%

I use at least a two inch layer of manure when I apply it. When I 
apply blood meal by comparison I apply a layer that is barely 
measureable. 
I'm a big fan of manure, it has a balanced NPK, a fair amount of 
carbon, microbiotic life, and micronutrients.  The results however 
speak for themselves.
