Yes, chlorine to the exterior of the scions won't kill internal 
viruses but I mention this method for those concerned with external 
bacteria and fungi on their scion wood.

BTW,  Prosser still uses indicator plants along with the chemical 
tests. 
Oh, and I meant across 'borders', not covers, wish I could tell you 
why I said covers, I haven't a clue, a neural misfire I suppose.
