RATIONALE ANNEX

For The

GLOBAL BROADCAST SERVICE

Capabilities Required.

a. System Specific Performance.

(5) Theater/Tactical Injection Point (TIP) shall:

(a) Be capable of uplinking at a minimum, 6 Mbps (24 Mbps objective) to the GBS space segment with 93 percent assurance of continuous connectivity (98 percent objective) (Threshold) (Phase 2).

RATIONALE: The TIP's capability of uplinking information directly to the GBS space segment will allow the commander to send near real-time tactical information to in-theater users.

(b) Have a Combat Net Radio (CNR) and Global Positioning System (GPS) capability mounted in the prime mover for the system (Threshold) (Phases 2 and 3).

RATIONALE: CNR and GPS will be used for normal command and control communications during movement operations and to help crew to navigate to next location during displacement.

(c) Have primary and backup power. Primary power will be provided by noise suppressed generators with a fuel capacity for 24 hour continuous operations. Initial backup power will be provided by vehicle power and will allow short term operations (Threshold) (Phases 2 and 3).

RATIONALE: Dual power sources will ensure continuous operations.

(d) Have the ability to protect critical network functions during loss or fluctuation of external power. When power fails, the system will automatically provide uninterrupted power supply for 10 minutes (Threshold) (Phase 2 and 3) (20 minutes objective).

RATIONALE: Required to allow the operator sufficient back-up power and time to store critical information.

(e) Shall be configured with water tight, corrosion resistant, full face covers to protect the controls and components from environment and moderate impact damage (Threshold) (Phases 2 and 3).

RATIONALE: Required to protect system and components during storage, transport and operations.

(f) Be capable of operating in blowing sand, dust and snow environments during 45 mph winds (Threshold) (Phases 2 and 3).

RATIONALE: System is required to operate in environments throughout the world.

(g) be capable of operating in -250 F to 1100 F climatic conditions at all humidity levels (Threshold) (Phases 2 and 3) (KKP).

RATIONALE: System is required to operate in environments throughout the world.

(7) Ground Receive Terminals (GRT) shall:

(a) operate from commercial power 110/220 AC at 60/50 Hz (Threshold) (Phases 2 and 3) and 24 volts DC power (objective).

RATIONALE: To accomplish it mission, the GRT has to operate on both commercial or tactical power sources during all facets of deployment.

(b) provide antenna cross section not to exceed 24 inches (Threshold) (Phases 2 and 3).

RATIONALE: The small antenna will enhance the transportability and set-up time of the system.

(c) be packaged in one protective, impact resistant transit case which is water tight, offer a means of physical security, weigh 42 pounds or less with equipment, and can be lifted by a single soldier (Threshold) (Phases 2).

RATIONALE: System configuration and weight will allow for ease of transport, mobility and operational set-up.

(d) maximum one-man set-up time from transport configuration to being capable of receiving the broadcast in 20 minutes (threshold) and 10 minutes (objective) (Phases 2 and 3).

RATIONALE: Due to constraints imposed on GBS by the steerable spot beam coverage and time limitations, it must be able to be quickly set-up.

(e) require no special tools for set-up or break-down (Threshold) (Phases 2 and 3).

RATIONALE: Avoids development of special tools and increased standardization and use of tools already in Army inventory.

(f) Be capable of being set up and operated by persons in full MOPP IV NBC protective gear and cold weather clothing (Threshold) (Phases 2 and 3).

RATIONALE: Ensures that NBC and cold weather clothing doesn't prohibit operation of the system.

(g) Receive while mobile (on the move), without requiring the installation of additional equipment or having to reconfigure the present system (Objective) (Phase 3).

RATIONALE: The commander should not be limited or hindered by static communications assets.

(h) Receiver box shall be able to operate in -00 F to 1100 F climatic conditions at all humidity levels while in a tent or sheltered environment (Threshold) (Phases 2 and 3) (KPP).

RATIONALE: System will be operated in tactical operation centers at selected levels of command and will be deployed worldwide.

(i) Provide antenna capable of operating in blowing sand, dust and snow environments during 30 mph winds (KKP) in -250 F to 1100 F climatic conditions at all humidity levels (Threshold) (Phases 2 and 3).

RATIONALE: System will be deployed worldwide and operate in all climatic environments.

(j) Provide manportable version suitable for special operations.

RATIONALE: Used to support covert operations worldwide.
