Moreover, our handling of these hostage cases – and in particular our interaction and communication with families whose loved ones have been taken hostage – must improve. To that end, the President directed a comprehensive review of U.S. policy toward overseas hostage-takings. The review was conducted by an interagency team of senior officials from across the U.S. Government and supported by the National Counterterrorism Center (the “Review Team”). The Review Team’s mission was to gather and evaluate input from U.S. Government departments and agencies as well as from a wide range of stakeholders to prepare recommendations on how the Government could more effectively ensure the safe recovery of U.S. Nationals taken hostage abroad."
