The report focuses on 1) the establishment of a non-Intelligence Community source of intelligence analysis in the office of Under Secretary of Defense for Policy Douglas Feith; and 2) the extent to which policy makers utilized that alternative source rather than the analyses produced by the Intelligence Community (IC) with regard to the Iraq-al Qaeda relationship."   • Rail Security Act of 2004. Sponsor: Sen. John McCain (R-AZ), referred to House Committee on Transportation and Infrastructure) 4 Oct 2004 – Directs the Under Secretary of Homeland Security for Border and Transportation Security to complete a vulnerability assessment of freight and passenger rail transportation. Requires the Under Secretary, based on the assessment, to develop specific prioritized recommendations for improving rail security. Authorizes appropriations for FY 2005.
