The President's Budget for 2003 -- the Federal government's first post-September 11 budget -- directs $37.7 billion to homeland security, up from $19.5 billion in 2002. This infusion of Federal resources reflects the priority attached to the homeland security agenda.

The President signed the FY '03 Supplemental Bill authorizing an additional $6.71 billion for the Department of Homeland Security to support Departmental functions and domestic counterterrorism operations that have been activated as a part of Operation Liberty Shield at the start of the war in Iraq.
