It was my firm conviction that the Army's experience in Uphold Democracy should be duly recorded, both for posterity and for officers today who have to wrestle with similar, unorthodox situations. Norris (Faculty Advisor) Air Command and Staff College 1998 -- Economic reform in the People's Republic of China (PRC) has actually slowed military modernization efforts and hindered indigenous defense production.
- "Underground Combat Stereophonic Blasting, Tunnel Rates and the Soviet-Afghan War" by Lester W. Grau & Ali Ahmad Jalali - The United States Army fought subterranean battles in the tunnels of Vietnam. Following a few tear gas grenades or a charge of C4 plastic explosive, "tunnel rats" would go underground to find Viet Cong or North Vietnamese combatants or materiel. Small, slender soldiers, armed with a flashlight and a .45 caliber pistol, would crawl into the Vietnamese tunnels for reconnaissance and possibly close combat. Almost all of the Vietnam-era tunnel rats have left active duty by now, but the need to train for this type of underground combat remains.

- USS Boise's 1998 Deployment Undersea Warfare by Steve Ross, Commander, USN Winter 1998 -- On 1 June, USS Boise (SSN-764) completed a multi-mission, multi-theater deployment that demonstrated how the nuclear attack submarine's mobility, flexibility, and stealth will be vital to U.S. Navy forward presence and warfighting. We were the first SSN to deploy following participation in the revised Inter-Deployment Training Cycle (IDTC) recently instituted by Commander, Submarine Force, U.S. Atlantic Fleet (COMSUBLANT) to prepare submarines for six-month, multi-mission deployments. The baseline proficiency Boise developed during the training cycle was key to our success in making short-notice changes in both missions and mission areas during the deployment. This agility, long a requirement of forward-deployed naval forces, will become increasingly relevant as U.S. forces operate in the more complex and uncertain environments of the 21st century.

McHugh, Captain, U.S. Navy Undersea Warfare Fall 1998-- With a growing percentage of the Nation's strategic nuclear deterrent carried by the ballistic missile submarine (SSBN) force, credible pre-launch survivability of the SSBNs becomes a major strategic issue in its own right. This is not a new concern, and the question of U. S. submarine survivability was considered quite early in the Cold War. Late in the 1960s, the Department of Defense established a Vulnerability Task Force (VTF) to determine how safe the "41 for Freedom" SSBN force would be against enemy attempts to neutralize it before launching its strategic missile payload. When the VTF attempted to address this issue in all its generality, however, it quickly realized there were too many gaps in our knowledge of both the threat and the physical aspects of underwater detection, tracking, and engagement to arrive at a definitive answer.

- System Performance Specification (SPS) for the Extra Large Deployable Aircraft Hangar System (XLDAHS) AAC/WMO, Department of the Air Force 30 October 1998 -- The B-2 Bomber Program Office has identified the need for portable hangars to support deployed operations. These hangars must be robust in construction to provide reliable protection for the aircraft and safety for the maintenance crew. They must also maintain stringent inside temperature and relative humidity conditions during B-2 aircraft maintenance operations. This System Performance Specification defines the Extra Large Deployable Aircraft Hangar System (XLDAHS). The objective of the specification is to outline the performance and physical characteristic requirements for a system that meets established physical and functional requirements for a B-2 aircraft maintenance hangar over a wide range of environmental conditions.

- Further Development of the Panoramic Night Vision Goggle by Jeffrey L. Craig and Eric E. Geiselman, 8 Sep 1998. [PDF, 159Kb] "A novel approach to significantly increasing the field of view (FOV) of night vision goggles (NVGs) has been developed. This approach uses four image intensifier tubes instead of the usual two to produce a 100 degree wide FOV. A conceptual demonstrator device was fabricated in November 1995 and limited flight evaluations were performed. Further development of this approach continues with eleven advanced technology demonstrators scheduled for delivery by the end of December 1998 that will feature five different design configurations. Some of the units will be earmarked for ejection seat equipped aircraft due to their low profile design allowing the goggle to be retained safely during and after ejection. Other deliverables will be more traditional in design approach and concentrate more on transport and helicopter aircraft as well as ground personnel. Planned testing to collect both subjective and quantitative data will begin in November 1998."

- C-130 Broad Area Review (January 1998) The Secretary of the Air Force, responding to a request from members of the United States Senate, tasked the Acting Chief of Staff of the United States Air Force to conduct a BAR of C-130 flight safety, addressing the missions and environments in which it flies, and its safety history. In addition, the Secretary directed the team to look at the King 56 incident to make certain all potential causes and contributing factors were properly considered, and to ensure that everything appropriate was being done to enhance C-130 flight safety.
