This paper presents a functional model of the task of interpreting geospatial imagery data. The model is implemented using the ACT-R cognitive architecture to bridge the gap between descriptive theories of sensemaking processes and detailed neural models. The interaction between the information structure of the model and the cognitive constraints of the architecture leads to various biases in the implementation of sensemaking processes. We discuss how the various structures and mechanisms of the model can be mapped to brain processes, and their implications for neural architectures.
