At present, the "Organization settings" tab of the org settings menu has clickable "[Disable]" and "[Unset]" links even when the user does not have permissions to modify the settings. This leads to a weird experience with disabled save buttons (sreenshots below).
Instead, the "[Disable]" and "[Unset]" links should not be shown when the user does not have permissions to change these settings.

Looks like all the messages passed to throwBufferParseException are hardcoded and should be converted to error codes (camel case) and passed to createOdspNetworkError as the fluidErrorCode. Or, we could decide it's better to keep all these under one error code and leave it as-is, and close this.

Layout Logic
There are a couple of issues with the layout logic:
- When there are 7 or 8 people, only 6 people is showing
- When there are about 12+ participants, everyone is kind of "crushed together" because of little space. Only the most active participants should then be viewed.
