build(github): Move rest of backend tests from Travis

Adds the following tests:

• backend (py2.7) test
• command line test
• relay test
• snuba (py2.7) test
• symbolicator test

These all ONLY run when python files change, more specifically, when backend changes in this yaml file -- which may need to be expanded as django template updates won't trigger a change.
