Check current version against pypi on startup and offer to upgrade if new version is available

Consider storing last check timestamp in HC_HOME and check once a day/week

The Vuln-Form form component, used for creating and updating forms, should be refactored to use PrimeNG's form components so that the styling is consistent with the remainder of the application.
