#2049 was opened to setup azure pipelines but `VSTest` is hanging there. MS have been investigating but until that gets resolved all our PRs have a big red X next to them. This adds a working azure-pipelines.yml setup that skips tests but should allow builds to pass.

👋 @grokys is this PR still necessary since #2090 was merged or is the idea to use this PR to run the tests in Azure Pipelines?
