Ms. Roop Rashi, Textile Commissioner belongs to 1994 Batch of  IA&AS.  She was Director General (Audit) with the Office of Comptroller and Auditor General of India prior to joining the Ministry of Textiles.

Working as Secretary (Finance - Fiscal Reforms), Govt. of Karnataka, Bengaluru, she facilitated Externally Aided Projects of World Bank and Asian Development Bank, Financial Inclusion, Direct Benefit Transfer, Engaged with Public Financial Sector for due interface on credit flow to the beneficiaries of Central and state schemes, contributed to establishing Integrated Financial Management System (Khajanell), among others.  As Director, she commissioned the activities of the Fiscal Policy Institute, Bangalore.

In Commodity specific domain, as a Board Director with Coffee Board of India, Ministry of Commerce & Industry, she led initiatives to develop the strengths of the commodity across the value chain in domestic as well as export markets.  She closely coordinated with the Specialty Coffee Association of America (SCAA), Europe (SCAE), Japan (SCAJ), Australia and South Korea to strengthen the collaboration of Roasters and Planter Exporters to actualise Farm to Foreign connect to create a niche space for the Scintillating Coffees of India.  Accordingly, she worked on the branding strategy with logos for the distinct Coffees of India.  As the Nodal Officer for India at the International Coffee Organisation (ICO), she participated in the International Coffee Conference 2010.  She co-ordinated three India International Coffee Festivals & Conferences in India with  ` 400 International delegates.  She developed and implemented value addition schemes for expansion of Domestic demand in order to create protective buffer for the producers against international market fluctuations.

As Textile Commissioner, her effort has been to strengthen the Indian Textile Value Chain as a supply source by deciphering gaps, streamlining implementation of flagship scheme of Ministry targeting credit facilitation, strengthening credit flow for enhancement of technological capacities in this wide cluster-based MSME driven, high employment generation sector.  The initiatives include bringing collaboration among various segments of Value Chain by stronger stakeholder interfaces from Textile Machinery, Fibres, manufacturing Value Chain viz., CITI, CAI, CMAI, SGCCI, FICCI, CII, TERI, WTC, EPCs, alongwith International agencies for domestic interfaces - like ICAC, the United Nations of Cotton', World Bank, GIZ, ICF, UN Agencies, Missions, Consulates, branding initiatives, academia and trade etc.  This is complemented with synergising approaches from various arms and levels of governance (Centre, state, local), Public Finance Institutions, market regulator interfaces for due vertical as well as horizontal integration in Policy Perspectives and Program delivery across fibres and domains covering Traditional, Modern and Technical Textiles strengthening / supporting Responsible Manufacturing along the value chian.

Innovation and integration of Research outputs from leading institutions in Textile and allied spaces (IITs, TERI, TRAs, State Institutions etc.) is being fostered to contribute to Hon'ble PM;s Vision of Five F's - weaving therein concerns of Sustainability and Circularity while enabling textiles to continue enabling livelihoods.  The constant engagement with young Technical generation through academia in IIM, ICT, VJTI, IIFT, Design Institutes etc also help strengthening the pervasive fabric of Textile Industry.  As ex-officio Vice Chairperson of Textile Committee, she has initiated structured tripartite framework for augmenting value returns to producers through GI with support of NABARD, SIDBI, IIM to enhance product definition, develop assurance by involving Technical Institutions and market interfaces for authorised GI producers of Handlooms and crafts. 

She has traversed wide set of portfolios gaining experience from Policy and Execution in Development Administration (State Administration) as well as Policy Programme Implementation in the Commodity sector (Commerce Ministry, Govt. of India)
