Matters on the Border.
The quiet along the lines of our army on the Rappahannock continues undisturbed.From the Valley country we have reports which represent the operations of the enemy in that section now held by them as more outrageous than ever.--They are stripping the country of everything in the bay of horses, stock and provision. They are also putting in execution the emancipation proclamation of Lincoln. The able bodied negro men they impress into service as teamsters and the woman and children are assured that they are free and at liberty to act for themselves. Under this assurance many have left their comfortable homes to test the hospitality of the North.
