Promotions and Changes in the army.

Maj. Gen. T. H. Holmes has been assigned to the command of the Trans-Mississippi Department.

Brig. Gen. R. H. Anderson has been promoted to the rank of Major-General, and assigned to the command of the Division lately commanded by Maj. Gen. Huger.

Col. Jenkins, of South Carolina, promoted to rank of Brigadier-General, vice R. H. Anderson, promoted.

Col. Martin R. Green, of Missouri, promoted to Brigadier-General.

The resignation of Gen. Joseph R. Anderson has been accepted.
