[204] βούλεο is generally taken as an imperative, but it may equally well be an imperfect, ‘you used to wish them the victory.’ “βούλεσθαι” as usual indicates preference of one of two things; while ἐθέλοιμεν in the next line = ‘make up our minds,’ 2.123.
