[832] δικαιότατος means, in modern phrase, ‘the most civilized,’ most conversant with “δίκη”, the traditional order of society. So the Cyclops in Od. 9.175 is “οὐ δίκαιος” as opposed to “φιλόξεινος”. The scholia properly remark that the legend of the education of Achilles by Cheiron is entirely inconsistent with the tale of Phoinix in book 9.
