When I saw that the Thebans, and
perhaps even the Athenians, under the influence of the adherents of Philip and
the corrupt faction in the two states, were disregarding a real danger that
called for earnest vigilance, the danger of permitting Philip's aggrandizement,
and were taking no single measure of precaution, but were ready to quarrel and
attack each other, I persistently watched for opportunities of averting that
danger, not merely because my own judgement warned me that such solicitude was
necessary,
