By the arrival yesterday of two ladies from Wheeling, we have obtained some information of the condition of affairs in Pierpont's dominions.--That demagogue, who by accident presides over the people of Northwestern Virginia, is exercising a tyranny more odious and oppressive, if possible, than that of his master, Lincoln.
