The House took up, considered, amended and passed the bill, reported by Mr. Wickham, of Virginia, from the Military Committee, to increase the efficiency of the cavalry of the Confederate States. Mr. Baldwin, of Virginia, under a suspension of the rules, introduced a resolution that, as a mark of respect to the President of the Confederate States, the officers and members of the House will call on him to-day at such hour as he may designate.
