xpedition to Fernandina should be undertaken simultaneously with a similar expedition having a purely military character. We are preparing a brief report on the latter, which we shall have the honor to submit in a few days. A carefully prepared memoir, evidently the third, dated July 16th, discusses the question of blockade of the coast from Cape Henry to Cape Romain in one section, and from thence to Cape Florida in another section. These were afterward the limits of the North and South Atlantic blockading squadrons. A fourth report, dated July 26th, in treating of the methods to be employed in carrying out the blockade, states: Our second memoir, in which we discussed the occupation of Bull's Bay, St. Helena Sound, and Port Royal Bay, has left us little to say on the first of those subsections. Lieutenant Yoeman lost sight of Davis at this time, but dividing his party into three or four detachments, sought again to obtain definite information of the fallen chieftain's movements, but for twenty-four hours was unsuccessful. Persevering in his efforts, however, he became convinced that Davis had relinquished his idea of going into Alabama, and would probably try to reach the Gulf or South Atlantic coast, and escape by sea. This was a correct conclusion, and, as has been shown, was the identical plan adopted before leaving Richmond. was safe to run. She was then propelled by her own machinery to within about five hundred yards of the shore. There the clockwork, which was to explode her within a certain length of time, was set and she was abandoned. Everybody left, and even the vessels put out to sea to prevent the effect of the explosion upon them. At two o'clock in the morning the explosion took place-and produced no more effect on the fort, or anything else on land, than the bursting of a boiler anywhere on the Atlantic Ocean would have done. Indeed when the troops in Fort Fisher heard the explosion they supposed it was the bursting of a boiler in one of the Yankee gunboats. ing to complain of, since there were no surgeons in the army for whom I would have exchanged my own. And this late arrival on the scene affected not only the medical supervision of the colored troops, but their opportunity for a career. It is not my province to write their history, nor to vindicate them, nor to follow them upon those larger fields compared with which the adventures of my regiment appear but a partisan warfare. Yet this, at least, may be said. The operations on the South Atlantic coast, which long seemed a merely subordinate and incidental part of the great contest, proved to be one of the final pivots on which it turned. All now admit that the fate of the Confederacy was decided by Sherman's march to the sea. Port Royal was the objective point to which he marched, and he found the Department of the South, when he reached it, held almost exclusively by colored troops. Next to the merit of those who made the march was that of those who held open the door. That
stagnant water, bilious and listless white people, shiftless and wretched negroes, were about all there was of Cairo prior to 1861, save the few enterprising men who are found everywhere. Geographically so well situated, the great captains saw that from Cairo there could be moved armies that would sweep the Mississippi Valley to the Gulf, southwestward, and John A. Logan in 1861, as colonel of the Thirty-first Illinois Regiment. through Kentucky, Tennessee, and the Carolinas, to the Atlantic Ocean. Driving before them the best fighting elements of the Southern Confederacy, when once on the soil of these States, they could gather subsistence from the country over which they passed. They foresaw that the cotton-fields must soon be given up, and corn and grain for their own armies and people would take the place of cotton. It was not for the great captains to consider the inconvenience, difficulties, and discomforts attending the mobilizing and organizing of these armies, but to c
l right, I will render the admission that but for the Constitution the right to property in slaves could not have been extended beyond the State which possessed them. But gentlemen should recollect that all the territory northwest of the river Ohio, from which five non-slave-holding States have been carved, was originally the property of Virginia, and but for the compact of our Union the institutions of that State would have extended over it. This territory, thus interposed between the North Atlantic States and the vast region which has been acquired west of the Mississippi, must have prevented those States from all such acquisition. What, under this contingency, would have been the relative size of the slave-and non-slave-holding territory? The answer to this inquiry should silence complaint of advantages accruing to the South from the guarantees of the Constitution. To avoid the possibility of misconstruction, I repeat that we do not seek to establish slavery upon a new basi

These considerations, and others of a strictly military character, cause the Department to examine with interest all projects promising the accomplishment of railroad communication between the navigable waters of the Mississippi and those of the Pacific Ocean. As military operations depend in a greater degree upon the rapidity and certainty of movement than upon any other circumstance, the introduction of railway transportation has greatly improved the means of defending our Atlantic and inland frontiers; and to give us a sense of security from attack upon the most exposed portion of our territory, it is requisite that the facility of railroad transportation should be extended to the Pacific coast. Were such a road completed our Pacific coast, instead of being farther removed in time, and less accessible to us than to an enemy, would be brought within a few days of easy communication, and the cost of supplying an army there, instead of being many times greater to us th
