Defence of Richmond.
A plan for the military defence of Richmond should at once be formed, and the execution of it put in the hands of a proper officer.
We have for months called attention to the importance of constructing earthworks on the York and James rivers.
It has been begun, but it cannot be pushed forward too energetically.
We repeat, there is any quantity of negro labor which might be usefully employed in this business.
