--The Lincoln Congress has passed a direct taxation bill.
The Confederate States are to pay as follows: Virginia, $1,406,326. North Carolina, $864,292; South Carolina, $545,356; Georgia, $876,551; Alabama, $790,820; Mississippi, $819,627; Louisiana, $678,808; Tennessee, $1,006,267; Arkansas, $392,029; Florida, $116,236; Texas, $682,560.
The tax collectors will have a hard road to travel, judging from the success of the first batch at Stone Bridge.
Arrival of Gen. Fair
--The Montgomery Confederation learns that Gen. E. Y. Fair, of Alabama, late United States Minister to Belgium, passed through Atlanta, Thursday, en route for Richmond, Va. It is said he visits Richmond on important business connected with the Government.
He is just returning home from his late mission.
He came through Canada, and from thence through the Western route by Cincinnati and Louisville, in order to avoid arrest by the Lincoln Government.
